The Opportunity:

We are currently seeking an experienced Construction Engineer III - Transportation Constructability Reviewer to support transportation construction operations for SHA projects based out of the SHA District Office in Chestertown, MD.

This role serves as a critical liaison between design and construction, providing technical review and constructability analysis for highway, bridge, drainage, traffic, ADA, and transportation improvement projects prior to bidding and construction. The ideal candidate brings deep experience in heavy civil construction, construction management, and transportation means and methods, with the ability to identify potential conflicts, risks, inefficiencies, and safety concerns before projects move into the field.

This position is ideal for a seasoned transportation construction professional with experience working for a contractor, CMCI consultant, or transportation agency who understands how projects are actually built-not just how they are designed.

What You'll Do:

In this role, you will work closely with the Assistant District Engineer, Construction and Area Engineers to review transportation design plans and provide formal constructability recommendations for SHA highway construction projects. You will evaluate design documents through the lens of construction feasibility, traffic operations, safety, scheduling, public impact, and construction sequencing with the goal of minimizing conflicts, reducing risk, improving efficiency, and enhancing project delivery.

You will also participate in field reviews, partnering meetings, and constructability review teams while helping identify opportunities for improved design solutions, reduced construction duration, enhanced maintainability, and minimized impacts to the traveling public and surrounding communities.

Key Responsibilities:

  • Review and evaluate preliminary transportation design plans and proposals for constructability, feasibility, safety, and operational impacts.
  • Provide formal written recommendations to SHA designers regarding construction means and methods, sequencing, scheduling, traffic control, and conflict resolution.
  • Identify potential design errors, omissions, utility conflicts, field constructability issues, and coordination challenges prior to bid advertisement.
  • Apply knowledge of highway, bridge, drainage, ADA compliance, maintenance of traffic (MOT), utility coordination, erosion and sediment control, signals, lighting, and roadway construction practices.
  • Conduct field site visits to verify existing conditions and evaluate potential impacts or conflicts with proposed construction.
  • Recommend alternatives that improve safety, operational efficiency, constructability, maintainability, and overall project delivery.
  • Participate in partnering meetings, constructability review sessions, and coordination efforts with internal staff, contractors, consultants, public agencies, and stakeholders.
  • Evaluate construction phasing and scheduling strategies with emphasis on minimizing impacts to the traveling public, businesses, adjacent property owners, and the environment.
  • Review contractor correspondence, submittals, change orders, redlines, cost breakdowns, and field revisions as needed.
  • Provide technical construction input related to traffic control, structures, utilities, signing, lighting, drainage, and roadway improvements.
  • Support and supervise Constructability Review Teams and assist with implementation of formal constructability review procedures and checklists.
  • Coordinate with multidisciplinary teams to support successful transportation project delivery.


What You'll Bring:

  • Bachelor's degree in Civil Engineering, Construction Management, or related field preferred. Equivalent relevant construction experience will also be considered.
  • Minimum 3 years of progressive experience in transportation construction, highway construction management, heavy civil construction, or related infrastructure projects; 5+ years strongly preferred.
  • Strong background in construction means and methods for highway, bridge, drainage, traffic, utility, and transportation improvement projects.
  • Experience working for a heavy civil contractor, transportation agency, or CMCI consulting firm strongly preferred.
  • Strong understanding of constructability review processes, construction sequencing, MOT, scheduling, and field operations.
  • Experience with SHA/MDOT transportation projects preferred.
  • Experience with design-build or alternative delivery transportation projects is a plus.
  • Ability to interpret transportation design plans, specifications, schedules, and contract documents.
  • Strong understanding of roadway safety, operational impacts, and public coordination considerations during construction.
  • Excellent written and verbal communication skills with ability to prepare formal technical recommendations and coordinate with multiple stakeholders.
  • Experience supervising or mentoring construction inspection or review staff preferred.
  • Ability to conduct field reviews and site visits in active construction environments.
  • Proficiency with Microsoft Office Suite and general construction documentation systems.
  • Valid driver's license and ability to travel locally as needed.
