Job Summary
Responsible for oversight and management of all aspects of construction projects and asset management within the organization.

Job Responsibilities

  • Completes construction project planning processes in multiple disciplines that include: review of land surveys, assessment of project estimates and budgets, inspection of existing structures, creation and oversight of design plan development; assesses projects throughout the process and reviews potential safety issues.
  • Plans, organizes, directs, administers, and coordinates all activities related to the construction, repair, acquisition, disposition, and utilization of the County's physical assets in the General Fund (public structures, infrastructure and assets) including strategic capital planning, design, construction, coordinating with the Facilities department on operation and maintenance; responsible for the effective, efficient and safe operation of the County's buildings and infrastructure assets.
  • Participates in pre-planning, budgeting, resource allocation, contract negotiation, and worker coordination for areas of responsibility.
  • Represents the County with interested parties to negotiate agreements pertaining to construction projects and asset management, as directed; resolve problems and study potential changes which impact the County; acts as the liaison between agencies involved in multi-jurisdictional projects and programs.
  • Provides leadership to assigned staff; ensures a positive work environment, establishes work priorities and sets goals; responsible for hiring, evaluating, coaching, performance and development of assigned staff; inspects the work of subcontractors; establishes a culture of continual improvement and waste elimination within the department.
  • Collaborates with internal and external partners such as Procurement, consulting engineers, planners, landscape and building architects, owner's representatives, construction personnel and/or contractors associated with each project; ensures department representation at weekly project progress meetings and monitors compliance with building and safety codes and regulations; negotiates and manages the contracts of subcontractors; meets with construction managers; coordinates the delivery of materials and vendors.
  • Manages grant funding including reporting and closeout; coordinates the creation and management of capital improvement plans, and projects and the County assets portfolio; supports activities for all County departments; monitors project milestones and deliverables as assigned.
  • Maintains and directs strategic master planning for County assets and in support of the commissioner's strategic plans.
  • Creates and implements long-range facility visions, plans, and projects required to meet the needs of the County.
  • Assembles, organizes, and presents complex statistical, financial information derived from a variety of sources, integrating diverse information and viewpoints.
  • Develops operating budgets, monitors expenditures against plan, and implements mid-course changes when necessary; identifies opportunities for cost savings.
  • Formulates specifications and assists with the development of RFPs and contracts; executes bidding, review, selection and negotiation processes for procurement of services.
  • Supports the relationship between Pitkin County government and the general public by demonstrating courteous and cooperative behavior when interacting with citizens, visitors, and County staff; maintains confidentiality of work-related issues and County information; performs other duties as required or assigned.

Minimum Qualifications, Knowledge and Skills

  • 3+ years experience as a Supervisor or Lead in department or function.
  • 5+ years progressively responsible experience in project delivery.
  • Bachelor's Degree required in engineering, construction management, or related field or equivalent combination of education and experience.
  • Certification in project management, CPM, CCM or equivalent project manager certification or credentials are preferred.
  • Professional Engineer license in the state of Colorado is preferred.
  • Must possess a valid Colorado Driver's License and acceptable Motor Vehicle Record.

Physical Demands and Working Environment

  • Work is performed in a standard office environment with some work being performed at construction sites and various County properties.
