Full Job Description
OVERVIEW:

We are seeking a highly skilled Congressional Army Caucus Officer (CACO) & Operations Support Contractor to join our team in supporting CPE Aviation. The CACO Contractor serves as a primary liaison and operational coordinator supporting the Congressional Army Caucus. This role requires a hybrid professional capable of executing strategic legislative affairs tasks, managing the logistical/administrative operations of the liaison office, and providing analytical support regarding the DoD budget cycle and Army resourcing priorities.

JOB DUTIES/FUNCTIONS

  • Facilitate continuous interaction between Army senior leadership and Congressional Army Caucus members. Track and record all congressional engagements, office calls, and strategic touchpoints.
  • Draft, review, and coordinate strategic communications, including information papers, talking points, executive summaries, and letters directed to Caucus Members and their staff.
  • Monitor congressional committee activities, floor debates, hearings, and legislative markups. Track the DoD Planning, Programming, Budgeting, and Execution (PPBE) process, specifically analyzing how the National Defense Authorization Act (NDAA) and defense appropriations impact Army posture, modernization, and readiness.
  • Assemble comprehensive read-ahead packets and briefing materials for Army leadership prior to engagements with Caucus Co-Chairs and broader membership, ensuring budgetary impacts and Unfunded Requirements (UFRs) are accurately represented.
  • Plan, coordinate, and execute all logistical requirements for Caucus-sponsored events, breakfasts, receptions, and Capitol Hill exhibitions. Manage venue booking, security coordination, and catering logistics.
  • Oversee internal administrative taskings using standard DoD task management tools (e.g., TMT). Ensure timely staffing, routing, and completion of congressional inquiries and internal actions.
  • Maintain the office's digital repositories, rosters, and stakeholder databases. Ensure all historical records, event After Action Reports (AARs), and standard operating procedures are up to date and accessible.
  • Assist in the operational planning for Congressional Delegations (CODELs) and Staff Delegations (STAFFDELs). Coordinate itinerary details, transportation logistics, and base access with respective installation commanders.


REQUIRED QUALIFICATIONS

  • Minimum of 5-10 years of experience in legislative affairs, congressional staff roles, or Department of Defense (DoD) operational staff positions.
  • Demonstrated understanding of the DoD
    Planning, Programming, Budgeting, and Execution (PPBE)
    Familiarity with the congressional budget cycle, POM (Program Objective Memorandum) development, and defense appropriations.
  • Bachelor's Degree
  • Proficiency in Microsoft Office Suite (Word, Excel, PowerPoint) and familiarization with DoD staff routing systems. Strong analytical writing and oral presentation capabilities.
  • Demonstrated ability to manage multiple high-visibility events, administrative tasks, and legislative analysis simultaneously in a high-pressure, fast-paced environment.
