***Security Clearance Required: A Final DoD Top Secret Clearance***Primary Responsibilities:The candidate will function as a Configuration/Data Manager (CM/DM) for an advanced research and development (R&D) program. The CM/DM will support the tasking and priorities of the Program Management Office (PMO). Specifically, the CM Process & Strategy, the Change Request (CR) Lifecycle Management, the Configuration Control Boards (CCBs) & Program Review Board (PRB), and Data Management & Baseline Control.
CM/DM tasking includes:
- Executing the PMO CM process and assisting in drafting/updating the overarching CM Plan; establishing and refining processes for CR; reviewing & dispositioning utilizing Enterprise Content Management (ECM) workflows; defining, tracking, and delivering monthly CM reporting metrics.
- Managing initial CR requests as they enter the workflow; processing, tracking and actively managing CRs, Configuration Change Requests (CCRs) and Engineering Change Proposals (ECPs) through their entire review and approval lifecycle and resolution; driving the approval process and actively managing/pushing PMA comments back to CR originators for resolution.
- Developing and polishing briefing slides and executive dashboards; facilitating and presenting at the Boards, which includes coordinating agendas, tabulating questions, tracking CCB action items, and recording official decisions.
- Maintaining and controlling the official technical baseline; ensuring that approved DGDs, IGDs, IIPs, and ICDs are properly version-controlled and archived; ensuring compliance of all contractor-delivered drawings, equipment, and system documentation with the PMA CM/DM plan; tracking and logging all approved CRs to ensure they are systematically handed off to the engineering team for product updates.
- The CM/DM role is responsible for the formal intake, routing and archiving of all Contract Data Requirements (CDRLs), managing the official workflow for acceptance.
- The CM/DM role is responsible for intellectual property and data rights management to ensure the vendor is placing the correct legends/markings per the contract.
- Work closely with partner CM team to ensure routing process includes stakeholders where necessary.
Required Education: High School Diploma or GED.
Required Experience: Candidate must have at least ten (10) years of relevant experience.
Desired Experience: - Proficient in Microsoft Project (MS Project) & OpenPlan (optional), including task creation, dependency management, and critical path analysis.
- Candidate should have direct experience implementing and managing configuration management processes in accordance with NAVAIRINST 4130.1; candidates should possess a strong working knowledge of NAVAIR-specific CM terminology, Engineering Change Proposal (ECP) processing, and baseline control expectations.
- Candidate should be proficient in all Microsoft Office (e.g., Outlook, Word, Excel, PowerPoint) and have experience with Adobe Acrobat and share point style file sharing systems.
- Candidate should be proficient in CAD software (e.g., SolidWorks, Creo Parametric, Siemens NX, to open, inspect, update and evaluate 3D models and 2D flat drawings.
- Candidate should have experience with Atlassian Jira/Confluence.
- Candidate should have demonstrated outstanding oral and written communication skills.
- Candidate should be organized and detail oriented.
- Candidate should have experience working in a dynamic, schedule constrained, and complex security environment. Special Access Program experience is a plus.
- Experience with Advanced MS Excel and Power BI/Tableau is a plus for data visualization.
