The Work You Will Do:

Concrete Field Operations and Research Engineer / State Highway Engineer / Office of Materials / Structural Materials / Concrete Materials.

This position will lead the Department's prestressed and precast concrete program by supervising Field Operations staff, coordinating inspections, and conducting forensic analysis of concrete failures. The selected candidate will also identify and prioritize research needs related to concrete materials, plan and execute in-house research efforts, and manage contracted research projects including scope development, panel establishment, and funding oversight. This role also develops and maintains Department specifications and procedures, serves as the Department's liaison with the precast concrete industry at the state and national level, and provides technical support and expertise to address precast and prestress concrete issues and challenges.

Your Specific Responsibilities:

Supervises employees spending most of the time communicating with, motivating, training, and evaluating employees, and planning and directing employees' work. Has the authority to effectively recommend the hiring, transferring, suspension, layoff, recalls, promotions, discharges, assignments, rewards or disciplinary actions for subordinate employees.

Develop work plans for Field Operation projects and manage personnel and other resources to ensure all work is properly performed in a timely manner. Plans and coordinates inspections of prestressed concrete and precast concrete materials in the field as requested or during fabrication, construction, maintenance, or design. Performs forensic analysis of failures. Determines the root cause of failures based on in-place conditions. Provides feedback, proposes solutions, and delivers technical assistance as needed or requested by customers. Documents and reports findings.

Provide technical support and expertise to effectively address prestressed concrete and precast concrete related issues and challenges including the development and deployment of policies, specifications, and procedures. Coordinate the activities with representatives from other offices to assure a consistent and uniform direction to the programs. Assure that District Materials personnel have the necessary assistance in support of concrete pavement-related operations. Provide support in a timely manner to meet customer needs.

Identify and prioritize research needs related to concrete materials. Plan and execute in-house research efforts. Develop scopes, establish research panels, review proposals, review and approve deliverables and invoices on time for contracted research efforts. Ensure research schedule and funding are managed so that project is completed in accordance with the contract documents. Facilitate the implementation of research findings.

Develop, revise, and maintain Department specifications, procedures, manuals, and all other pertinent documents. Draft and submit documents, addresses comments and concerns. Facilitate and monitor implementation of new/revised initiatives. Complete development and revisions assigned on time. Prepare and sign/seal related engineering documents and specifications as required.

Act as the Departments liaison with precast concrete industry associations and leads discussions regarding changes to department policies and technological advances in the industry. Facilitates statewide industry partnering meetings and task teams. Participate at a national level through advisory groups and facilitate national initiatives.

Review quality control plans, construction plans, specifications, procedures, and any other documents necessary to execute the Department's mission. Provide clear comments as requested in time to be useful to the customer. Provide technical solutions when project specific plans, specifications, procedures, or processes do not concur with the Department's policies and procedures.

The Successful Candidate will have the following required Knowledge, Skills, and Abilities:

Knowledge of:
  • Concepts, terminology, principles, and analytical techniques of prestressed and precast concrete.
  • Engineering design, construction, production and/or operations.
  • Conflict, resolution, and negotiating skills.

Skills in:
  • Operating a personal computer for word processing, spreadsheet, and database applications.

Ability to:
  • Use engineering tools, equipment and/or instruments.
  • Analyze and interpret engineering data.
  • Plan, design, evaluate and investigate engineering works and systems.

Licensure/Registration/Certification Requirements:
  • Registration as a Professional Engineer in accordance with Chapter 471, Florida Statutes, or able to obtain registration by endorsement as a Professional Engineer in the State of Florida under Chapter 471, Florida Statutes, within one year of appointment date.
