Position Summary & Purpose

The Compliance Program Manager is responsible for driving and sustaining 100% scanning compliance across all terminals and drivers. This role leads the development, implementation, monitoring, and continuous improvement of compliance processes to ensure accurate, timely scanning of all required shipments, freight, and documentation.

The successful candidate will serve as a key partner to operations, leveraging data, training, and accountability measures to enforce compliance standards and reduce operational risk.

Primary Responsibilities & Duties

Compliance Oversight & Execution
  • Own and enforce the company's scanning compliance program, ensuring 100% adherence across all terminals and drivers.
  • Monitor daily scanning performance metrics and identify gaps, trends, and areas of non-compliance.
  • Develop and implement corrective action plans to address compliance failures.
  • Conduct regular audits of scanning activity, documentation, and processes.


Performance Management & Reporting
  • Create and maintain dashboards and reports to track compliance at terminal, route, and driver levels.
  • Provide regular compliance updates to senior leadership, including risks, trends, and improvement actions.
  • Establish and maintain KPIs related to scanning accuracy, timeliness, and completeness.


Training & Change Management
  • Design and deliver training programs for drivers, terminal staff, and supervisors to ensure understanding of scanning requirements.
  • Partner with operations leadership to drive accountability and reinforce compliance expectations.
  • Support onboarding of new drivers and staff with compliance-focused training.


Process Improvement
  • Identify inefficiencies in scanning workflows and recommend improvements to systems and processes.
  • Collaborate with IT and operations teams to optimize scanning tools, devices, and technologies.
  • Lead continuous improvement initiatives to enhance compliance performance and user adoption.


Field Engagement & Support
  • Conduct site visits to terminals to assess compliance practices and provide hands-on support.
  • Build strong relationships with terminal managers and frontline staff to drive engagement.
  • Act as the subject matter expert for scanning compliance policies and procedures.


Education & Experience
  • Bachelor's degree or college diploma in Business, Operations, Logistics, or related field (or equivalent experience).
  • 3-7+ years of experience in compliance, operations, logistics, or transportation environments.
  • Experience working with frontline workforce (e.g., drivers, terminal operations) preferred.


Skills & Competencies
  • Strong analytical skills with ability to interpret data and drive decisions.
  • Proven ability to influence and hold teams accountable without direct authority.
  • Excellent communication and training skills.
  • Detail-oriented with a strong focus on accuracy and process discipline.
  • Proficiency in reporting tools (Excel, BI dashboards, etc.).
  • Proficiency in both English and QC French is an asset.
  • Experience with scanning technology, logistics systems, or freight operations is an asset.


Work Environment
  • Combination of office-based work and regular travel to terminals
