Job Summary

Under general direction, is responsible for managing and coordinating complex human resources projects that require specialized knowledge and overseeing the performance of professional work of the projects in the Classification & Compensation Division. Conducts research, provides data and recommendations, and implements solutions to achieve goals and objectives. Serves as team leader on special projects assigned by department management. May exercise supervision over assigned staff.

This position is an "unclassified" position and has no disciplinary appeal rights to the Municipal Civil Service Commission. This position is likewise subject to at-will employment status and can be terminated at any time for any reason.

Essential Job Functions

  • Manages and coordinates projects and activities between the Classification & Compensation Division and other Human Resources divisions, City departments, public agencies, and/or private sector representatives.
  • Seeks and evaluates information from a variety of sources; provides specialized reports as requested by management.
  • Partners with customer departments to assist in evaluating, developing, and implementing operating policies and procedural improvements to ensure effectiveness and consistencies to human resources policies and procedures.
  • Prepares and delivers presentations as needed.
  • Suggests and implements management solutions to address new or ongoing issues within department or division.
  • May assist in preparing and monitoring of annual departmental or divisional budget.
  • Serves as departmental/divisional representative at conferences and meetings.
  • May supervise, train, and evaluate staff.
  • Assists in the performance of special projects as assigned by the Human Resources Department.
  • Provides assistance to other departments on Human Resources issues.
  • Performs related duties and fulfills responsibilities as required.

Job Requirements

  • Bachelor's Degree from an accredited college or university.
  • Five (5) years of progressively responsible professional experience in business, finance, management, or related field, with focus on Human Resources or organizational resource planning, to include one (1) year of supervisory or lead experience.
  • This position requires a valid Class "C" Texas Driver's License OR valid driver's license from another state with the ability to obtain a valid Class "C" Texas Driver's License within 30 days of becoming a Texas resident. Use of your own personal vehicle may at time be required and proof of Liability Insurance will be required.

  • Experience and expertise in Classification & Compensation.
  • Experience and expertise in Total Compensation and Pay Structure development.
  • Experience and expertise in budget development.
  • Strong Microsoft Excel skills.

One year of full-time experience is defined as 30 or more hours worked per week for 12 months.
