Compensation Administration Marketing Statement

The Compensation Administrator supports enterprise-wide compensation initiatives, working closely with Manager, Compensation. Provides strategic input on compensation policies and programs, leveraging deep knowledge of total rewards. Partners with business units to interpret policies, resolve pay issues, and conduct internal/external pay analyses. Coaches managers on compensation practices and develops clear communications to ensure consistency. Creates metrics to evaluate pay program performance. Offers strategic HR support across projects and policies, collaborating with Finance and Legal to ensure funding and compliance. Leads projects in the absence of the Manager, Compensation and directs others as needed. This position is hybrid, 1 day remote, 4 days in the office located in New Carlton MD. Principal Job Duties
  • Assists in assessing the state of current compensation programs and practices to determine what is in the best interest of WMATA based on its current and future business objectives.
  • Builds strategic relationships with assigned business units and delivers compensation support, consultation and problem-solving expertise in addressing areas such as robust market pricing analysis, pay equity, pay-for-performance, compression, job restructuring, career path development, new hire salary issues, short and long-range compensation planning, internal vs external pay consultation and variable pay designs.
  • Assists in developing, implementing and monitoring Authority-wide corporate compensation governance processes Authority-wide to ensure a common understanding of pay practices, consistency, fairness and equity in delivering pay policies and/or guidelines.
  • Develops and delivers compensation education sessions for managers to ensure an accurate working knowledge of WMATA's pay practices, compensation policies, guidelines and regulatory compliance.
  • Develops collaborative working relationships with Finance for budgetary purposes and to complete cost impact projections of compensation initiatives.
  • Conducts comprehensive compensation market pay analysis using advanced statistical analysis, sound methodologies and best practices that are most appropriate for the work being performed.
  • Examples of tasks include (not all inclusive):
    • Developing comprehensive and professional market pay analyses and presentation materials.
    • Conducting extensive market pricing compensation analysis using advanced statistical modeling to determine WMATA's competitive pay position in the market.
    • Leading annual compensation reviews such as updating salary structures, reviewing/revising compensation policies or guidelines, merit pay modeling, incentive or bonus compensation modeling, conducting regulatory wage and hour compliance audits, job description updates and assistance with enterprise-wide compensation budgeting.
    • Conducting extensive compensation market research to uncover best practices or the latest practices in compensation management to help execute and/or update WMATA's compensation strategy.
    • Conducting compensation analyses for internal review to ensure that compensation paid is competitive externally and properly aligned internally.
    • Evaluating jobs, determining appropriate job titling and career path development.
    • Ensuring WMATA in compliance with wage-hour federal/state/local laws, including reporting requirements.
  • Performs wide range of project, program, and policy development duties, including conducting detailed issue and data analyses, framing recommendations and options for executive consideration, developing detailed project and program plans, leading project and program implementation efforts, and assessing impacts and results.

Other Duties
  • Analyzes internal employee feedback regarding WMATA's compensation practices to suggest effective approaches to compensation management that would help to enhance employee engagement.
  • Builds collaborative, consultative partnerships with all other HR functions to effectively address total compensation and/or rewards matters.
  • Creates or recommends compensation reporting tools, compensation software, learning experiences and/or processes that will enhance HR/Compensation's in-house reporting and analysis capabilities.
  • Participates, completes, and submits responses to compensation salary surveys.
  • Maintains and promotes awareness and accountability with safety policies and procedures while performing job functions. Promotes a positive safety culture and encourages reporting of safety concerns consistent with our Agency Safety Plan, other regulatory requirements within the Safety Management System and just culture principles.

Responsibilities

Knowledge
  • Knowledge in developing, managing, and implementing complex, high-profile projects and programs and able to conduct thorough and in-depth data and issue analyses.
  • Comprehensive knowledge of principles, practices, methods and techniques of compensation analysis and broad areas of administration.
  • Comprehensive knowledge of the principles and practices involved in administering compensation with multiple salary structures and both a market pay evaluation and a point factor job classification system.
  • Thorough knowledge of administrative organization principles and management and of personnel systems that contribute to enhancing the effectiveness of the Compensation Office.
  • Extensive knowledge of related HR subject areas and their impact on Compensation programs.

Skills
  • Thorough knowledge and skill in the use of HR computer applications to collect, analyze, evaluate, generate and present compensation data. Computer applications may include PC- based applications including databases, spreadsheets, writing report queries, and heavy interaction with HRIM for reporting and employee information access using PeopleSoft.
  • Complex problem-solving, business and proposal writing, planning, organization and sound judgment.
  • Skill and creative problem solving with strong attention to detail, organization, and follow-up skills.
  • Skill in interpersonal relations to establish and maintain effective working relationships and deal with others in a customer-oriented, business-like manner.

Abilities
  • Ability to demonstrate success in effectively managing multiple projects/initiatives under demanding time constraints, while consistently delivering high quality customer service to internal and external customers.
  • Ability to generate reports from HRIS data.
  • Ability to write clear and accurate position descriptions, job analysis findings, and compensation related reports.
  • Ability to solve problems requiring detailed analysis and evaluation of quantitative data. Ability to conduct pay studies to meet specific compensation project goals.
  • Ability to interpret, define, analyze, and present compensation data from various sources.
  • Ability to develop and analyze compensation surveys for market comparisons between WMATA and other jurisdictions.
  • Ability to handle confidential information with the highest degree of discretion.
  • Ability to write effective business proposals and verbally articulate one's point of view accurately.
  • Ability to work effectively in a diverse, cross-functional environment.
  • Ability to translate detailed, statistical-based analyses into customer-friendly documents.
  • Demonstrated ability to supervise, train and evaluate subordinate staff in compliance with applicable Authority personnel and labor relations policies, procedures, regulations and agreements.
  • Ability to communicate effectively at all levels of the organization, both orally and in writing.

Machine, Tools, Equipment, Software, Hardware Required
  • Intermediate to advanced skills in Excel, working knowledge of e-compensation system software strong PowerPoint skills; working knowledge of Access a plus. Strong customer orientation combined with collaboration skills. Experience with PeopleSoft, SAP, Ceridian or similar HCM applications.

Supervisory Responsibility
Guides work of others who perform essentially the same work. May organize, set priorities, schedule and review work, but has no responsibility to hire, terminate, review performance or make pay decisions.

Qualifications

Minimum Education
  • Graduation from an accredited college or university with a Bachelor's Degree in Human Resources, Accounting Finance, Mathematics or related field.

Minimum Experience
  • A minimum of five (5) years of human resources experience utilizing intermediate to advanced statistical compensation techniques or methodologies, program design, salary structure development, variable pay, merit pay, non-cash rewards and executive compensation market pricing analysis.
  • Intermediate to advanced skills in Microsoft Office applications specifically in Excel, Word, and PowerPoint.
  • Experience with PeopleSoft, SAP, Ceridian or similar HCM applications.

Minimum Certification/Licensure
  • N/A

Preferred Qualifications
  • Transit or Transportation experience a plus
  • Certified Compensation Professional (CCP) preferred
  • Project Management experience
