Specific Responsibilities:

This is Community Health Nursing Consultant position working in consultation with the Clinical Services Administration, the Delray and Belle Glade management team, directs the daily operations of the nursing and ancillary staff at the Delray Beach Health Center and Belle Glade. Work is performed under the supervision of the Community Health Nursing Director - SES. Assist with the fiscal operations in the Center. Maintains efficient clinical operations by providing adequate staffing and required equipment. This position requires independent judgment, initiative, applying general knowledge of business practices and skill in applying instructions to accomplish various job functions. Responsible for the supervision of staff including appraisals, planning and directing work, approving leave, and having the authority for hiring and taking disciplinary action or effectively recommending such actions. Ensures Florida Health and Palm Beach County policies and procedures are enforced and followed by all nursing and ancillary staff. Contributes to overall effective and efficient functioning of the Health Center while ensuring customer service is paramount. Makes a reasonable effort to adhere to established safety procedures and practices in the work area.

This position is designated as a sensitive position and is required to maintain confidential information in accordance with the Florida Department of Health (FDOH) Palm Beach County Health Department (CHD) Information Security Policy, Protocols and Procedures. Confidential Information Sets include: Social Security Data, and Clinical Information Data. This position has access to Health Management System (HMS), Employee Activity Reports (EARS), HMS Report Portal, Q-Flow, Florida Shots, Surveillance Tools & Reporting System (STARS), TB, HIV, and any other system as it relates to the position. This position may view, update or release "Confidential" information.

Conduct recruitment and participates in the hiring of new staff.
Direct, supervise and evaluate work of Nursing supervisors, Immunization coordinator and other related positions.
Assume a lead role in standardizing nursing and ancillary position descriptions and performance indicators throughout Clinical Services. Review and modify clinic schedules based on needs and ensure adequate staffing for each clinic.
Review, plan and modify physical work space to accommodate clinic needs and ancillary services.
Report any risk management issues for investigation.
Assess need for any new technological or medical equipment in collaboration with other partners.
Liaise and collaborate with public health program directors/managers in TB, STD and HIV to ensure complimentary clinic services, which contribute to the State established program goals.

Conduct audits, generate reports, attend quarterly audit meetings, and provide technical assistance to others who may need information or access to QI data.
Plan and conduct the monthly staff meeting.
Ensure timely communication of all important or urgent information to staff at the Center.
Maintain awareness of new treatment protocols, revised State Technical Assistance Guidelines and ensure that clinic staff is made aware of and trained for new protocols.

Assist Health Access program with technical assistance with processes, operational/procedural planning, and implementation of clinical and programmatic strategies. Coordinate training and educational opportunities to include but not limited to, the American Heart Association course work for the Basic Life Support, Heart Saver, First Aide, and clinical staff competencies checkoff. Complete a compliance report and submit it to the Director of Nursing.
Coordinate training or educational opportunities.
Maintain pharmacy protocol for State medications in clinic.
Consult with internal and external partners and colleagues to ensure the most efficient and current delivery of specified health services. Manage all client complaints and find resolution.
Ensure that health and safety guidelines are maintained.
Ensure that scope of nursing practice is enforced.

Plan and prepare the yearly Clinical Services budget utilizing an expenditure plan based on estimated local, state and federal revenues. Assist the Community Health Nursing Director with clinic operations and budget management. Authorizes expenditures within the planned budget and monitors the budget status to ensure revenues and expenditures balance throughout the year.

Participate in emergency preparedness training and participate in nursing teams as assigned.
Assist Director of Nursing Office in planning and preparing for emergency preparedness with providing training and participate in nursing teams as assigned. Assist in planning the Clinical Services COOP and coordinate the Call Down List for activation in the event of an emergency.

Perform other duties as assigned.

Licensure/registration/certification requirements (If applicable, list the appropriate Florida Statute or federal regulation cite):

• This occupation requires licensure as a Registered Professional Nurse in accordance with Chapter 464, Florida Statutes and in accordance with Rule 64B9, Florida Administrative Code.

Other job-related requirements for this position:

• Incumbent may be required to work before, during and/or beyond normal work hours or days in the event of an emergency. Emergency duty required of the incumbent includes working in special needs shelters, or performing other emergency duties including, but not limited to, responses to or threats involving any disaster or threat of disaster, man-made or natural.
• Valid Driver's License.

Working hours: (A) Daily from 8:00 AM to 5:00 PM (B) Total hours in workweek 40 (C) Explain any variation in work (split shift, rotation, etc.) Some evenings and Saturdays may be required. This position requires daily in-office or field work.
