Job Title: Communications Strategist
Job Location: Washington, DC


Schedule: 5 Days Onsite

Duration: 12 Months to long term

Position Overview:
he Communications Strategist is responsible for developing and executing all stakeholder communications in support of the Collibra data catalog migration. This individual creates compelling, audience-tailored content across multiple channels, manages the full communications calendar, and ensures all materials adhere to Board branding guidelines and organizational messaging standards. The Communications Strategist works closely with the Change Management Lead and directly with the Board's communications team throughout the period of performance.

Key Responsibilities:
  • Enhance and execute the Stakeholder Engagement and Communications Playbook, including a communication calendar for the full period of performance.
  • Develop the Key Messages and Messaging Framework with tailored core messages for executive sponsors, data sponsors, data stewards, data catalog stewards, and end users.
  • Develop all communication materials: email announcements, monthly newsletter articles, FAQ documents, leadership talking points, intranet and portal content, and infographics.
  • Script, coordinate production, and oversee delivery of a minimum of two explainer/information videos during the Base Period, in coordination with the Video Production Specialist.
  • Support planning and execution of a minimum of two information sessions, including facilitation support, presentation development, and talking points.
  • Establish and manage feedback mechanisms within 60 days of project start; analyze results and feed insights back into communications and training strategy.
  • Collaborate with the Board's communications team on branding, messaging alignment, and channel selection.
  • Adapt messaging and communication timing in response to stakeholder feedback data and technical implementation developments throughout the period of performance.
  • Develop change champion communications toolkits and executive sponsor briefing materials as needed.

Mandatory Qualifications:
  • Minimum of 7 years of experience in strategic communications.
  • Minimum of 3 years supporting organizational change initiatives or technology implementations.
  • Demonstrated ability to develop clear, concise, and compelling messages for diverse audiences including executives, technical staff, and frontline users.
  • Demonstrated experience creating multi-media communication content including written materials, video scripts, and visual/infographic communications.
  • Demonstrated strong writing, editing, and storytelling skills.
  • Demonstrated excellent presentation and stakeholder engagement skills.
  • Bachelor's degree in Communications, Marketing, Journalism, Public Relations, or a related field.

Preferred Qualifications:
  • Experience in federal government or financial services organizations.
  • Experience with data-related initiatives or enterprise system implementations (data catalog, ERP, CRM).
  • Proficiency in SharePoint, Confluence, or equivalent agency intranet platforms.
  • Experience with video scripting, and basic familiarity with tools such as Camtasia or Adobe Premiere.
  • Experience working in Agile environments including Scrum and SAFe.
  • Familiarity with product management principles.
