JOB SUMMARY

The Pearson Accelerator Construction Team (PACT) is seeking a Communications (Stakeholder) Manager to lead all public, stakeholder, and partner engagement efforts for one of Canada's most high-profile aviation infrastructure programs. Reporting into the Executive Team and working in close collaboration with the GTAA, this role is responsible for ensuring clear, timely, and proactive communication with all stakeholders, including airport tenants, local businesses, community groups, and the travelling public. The Communications Manager will play a vital role in mitigating disruption, managing reputational risk, and ensuring the public-facing success of the PACT program.

RESPONSIBILITIES
  • Lead the execution of all communication, stakeholder, and engagement activities for the PACT program in line with GTAA protocols and stakeholder expectations.
  • Act as the primary liaison with GTAA's communications team and other project partners on all public-facing matters.
  • Attend internal and external meetings across design, construction, and operational phases to stay informed and ensure alignment of messaging.
  • Serve as the public spokesperson for the project as needed, representing the PACT consortium in community meetings, airport updates, and stakeholder briefings.
  • Lead planning and delivery of all public engagement activities including Construction Liaison Committees (CLCs), stakeholder roundtables, open houses, special events, and airport terminal-facing communications.
  • Manage day-to-day execution of communication deliverables including construction notices, signage, digital updates, mitigation campaigns (e.g., noise, traffic), and public safety awareness.
  • Oversee complaint resolution process in collaboration with GTAA, ensuring timely, respectful, and effective responses.
  • Coordinate and approve content for internal and external messaging including editorial pieces, reports, bulletins, web content, and social media support.
  • Track and report on stakeholder interactions, sentiment, and risk escalation in alignment with project governance.
  • Build strong relationships with key airport stakeholders, tenants, businesses, and residents impacted by construction activities.


WORKING CONDITIONS

The position will be based at our office or site office in Mississauga, Ontario, with frequent visits to the Airport site as required. Your work schedule will be Monday to Friday during regular office or site hours. At times, operational needs may require work outside these hours, with reasonable notice provided. All schedule or on-call adjustments will comply with applicable employment standards legislation. It is mandatory for all employees to complete a Criminal Background check and successfully attain a Restricted Access Identity Card (RAIC) upon joining the company.

DESIRED SKILLS, KNOWLEDGE, COMPETENCIES
  • Minimum 7-10 years of experience in stakeholder communications, public affairs, or community engagement-ideally on major infrastructure or aviation projects.
  • Demonstrated ability to manage complex, multi-partner communications within a regulated and high-security environment.
  • Excellent verbal and written communication skills, with experience as a public spokesperson or media liaison.
  • Strong understanding of construction project impacts (e.g., noise, access, traffic) and the strategies to mitigate them through communications.
  • Experience leading public engagement events and facilitating issue resolution with diverse stakeholders.
  • Familiarity with GTAA or airport operational environments considered a strong asset.
  • Proactive, diplomatic, and highly organized with the ability to operate in fast-paced, high-visibility settings.
  • Organized, proactive, detail oriented, and able to prioritize tasks effectively.
  • Valid driver's license and eligibility for RAIC clearance required.
