Full Job Description
ICF is seeking a Communications and Stakeholder Engagement Specialist to support a marketing and communications campaign through the development, execution, management, and evaluation of communications, outreach, and stakeholder engagement strategies. The successful candidate will help advance campaign goals by developing clear messaging, supporting stakeholder outreach, coordinating engagement activities, creating communications materials, and helping ensure information reaches target audiences and priority populations.

This role requires a communications professional with strong writing, editing, stakeholder engagement, outreach coordination, message development, and campaign support experience. The Communications and Stakeholder Engagement Specialist will support campaign strategy, messaging, content planning, partner and stakeholder engagement, outreach activities, performance tracking, and reporting. The ideal candidate understands audience-centered communications, stakeholder relationship management, outreach best practices, and how to use data and feedback to improve campaign effectiveness.

What You'll Do
  • Support the planning and implementation of marketing, communications, outreach, and stakeholder engagement activities.
  • Develop, edit, and manage campaign communications materials aligned with campaign goals, messaging, audiences, and brand requirements.
  • Support the development of communication strategies, messaging frameworks, stakeholder engagement plans, outreach plans, content strategies, and editorial calendars.
  • Coordinate stakeholder outreach activities, including engagement with partner organizations, community groups, industry audiences, and other priority stakeholders.
  • Conduct research on target audiences, stakeholders, industries, and market development strategies to help ensure campaign outreach reaches priority populations.
  • Support meetings, briefings, presentations, listening sessions, webinars, events, or other stakeholder engagement activities, including preparation of materials and follow-up documentation.
  • Collect, organize, and analyze stakeholder feedback, engagement data, outreach metrics, and campaign performance information to assess effectiveness.
  • Prepare campaign summaries, stakeholder updates, metrics reports, insights, and recommendations in collaboration with communications, creative, technical, analytics, and client-facing teams.


What You'll Bring
  • Bachelor's degree in communications, marketing, public relations, journalism, public policy, social sciences, or a related field or equivalent experience.
  • 4+ years of relevant professional experience to include experience supporting communications, stakeholder engagement, outreach, public affairs, marketing, or public-facing campaigns.
  • U.S. Citizenship required by the Federal government for this position.


Preferred Qualifications
  • Experience supporting federal, state, local, nonprofit, public health, energy, environment, education, workforce development, recruitment marketing, or other mission-driven marketing and communications campaigns.
  • Experience developing stakeholder engagement plans, partner outreach strategies, meeting materials, briefing documents, talking points, newsletters, fact sheets, presentations, or public-facing communications materials.
  • Experience translating technical or complex subject matter into clear, engaging content for diverse audiences.
  • Experience working in a client-facing consulting environment.
  • Familiarity with paid, organic, and integrated communications or digital media strategies.
  • Experience applying accessibility, plain language, and inclusive communications best practices.
  • Familiarity with Washington, DC-area stakeholders, organizations, media markets, or public-sector audiences.
  • Familiarity with workforce development and recruitment marketing programs.


Professional Skills
  • Experience developing communication strategies, messaging, outreach materials, stakeholder engagement materials, content calendars, campaign reports, audience personas, outreach plans, or marketing campaign materials.

Work Environment / Location

This is a DC area-based position with the opportunity to meet with clients, partners, and stakeholders at client sites and partner office locations. This role must be supported within a commutable distance of ICF-established offices; hybrid work is fully supported.

Pay Range - There are multiple factors that are considered in determining final pay for a position, including, but not limited to, relevant work experience, skills, certifications and competencies that align to the specified role, geographic location, education and certifications as well as contract provisions regarding labor categories that are specific to the position.

The pay range for this position based on full-time employment is:
$81,147.00 - $137,949.00
