The Air Force Civilian Service (AFCS) is looking for a full time Common Operational Picture (COP)/Geographic Information System (GIS) Management Specialist position (GS-0301-13), at Peterson SFB in Colorado Springs, CO.
Base Salary Range: $109246 - $142022

The primary purpose of this position: To serve as the Lead NORAD and USNORTHCOM (N/NC) Common Operational Picture (COP)/Geographic Information System (GIS) Functional Manager. Responsible for the overall management of track data sources supporting both real-world and exercise operations. Develops Tactics, Techniques and Procedures (TTPs) for the N/NC staffs, components and subordinate organizations. Oversees the work of nonsupervisory COP/GIS team members assigned to the N/NC Joint Operations Center (JOC) and alternate operations centers (e.g. Alternate Joint Operations Center, Continuity of Operations locations, and Mobile Consolidated Command Center) to achieve specific tasks, produce quality work products and services to meet organizational goals.

Qualifications/Requirements:

This is a designated Drug Testing Position.
Must be able to obtain and retain a TOP SECRET security clearance with access to Sensitive Compartmented Information (SCI). A non-disclosure agreement must be signed.
This is a Mission Essential and Key Position; Active Guard and Reserve personnel may not be considered. Personnel on Ready Reserve status must be removed from status.
Work may require employee to drive a government motor vehicle due to frequent travel to and from Cheyenne Mountain Space Force Station. A valid driver's license is required for this position.
Knowledge of digital imagery, geospatial formats, and digital processing techniques to prepare accurate, qualitative operational picture and geographic informational products.
Skill in quality control of completed products for conformance with established command standards and policies.
Knowledge of and ability to identify advancements in the technical and material aspects of digital geospatial processing and reproduction procedures to evaluate devices, proposals, and approaches and oversee systems operations enhancement implementation.
Knowledge of Joint and bi-national organizations' policies, procedures and organizational structures; their roles and responsibilities in situational awareness reporting.
Knowledge of methods for the assessment and improvement of command level plans and programs such as Command and Control (C2) development, integration, modernization, and sustainment.
Knowledge of the capabilities and limitations of computers, computer network systems, and programs such as Integrated Tactical Warning and Attack Assessments, military and commercial Friendly Force Tracking technologies, Global Command & Control Systems, and other commercial standard Geospatial Information Systems (GIS); as well as computer-related software and hardware in order to maintain proper functionality.
Skill in designing and conducting comprehensive studies; and preparing solutions to especially broad, important, and severe military operational and contingency areas that may have major national and bi-national impact/consequences.
Designated Proficiency Shift (pro-shift) position. This position is Designated JOC pro-shifter positions will complete Initial Qualification Training, JOC Mission Qualification Training, Mission Certification Training and/or JOC on-the-job training, depending on specific position requirements. As a condition of employment, the incumbent is required to maintain certification with annual evaluations.
This position is cyber coded under the DOW Cyberspace Workforce Framework. IAW DoDM 8140.03 the incumbent is required to achieve both the foundational and resident qualification requirements outlined for each work role at the assigned proficiency levels.
