Position Overview
Spiral Solutions & Technologies, Inc. (SS&T) is seeking a Combatant Command SME to support the United States Strategic Command (USSTRATCOM) Joint Exercises, Training, and Assessment Directorate (J7).
The Combatant Command SME provides joint operations and exercise design expertise in support of USSTRATCOM joint exercise planning and execution. The selected candidate will apply knowledge of CCMD-level operations, national-level decision-making, the Joint Planning Process, and orders development to bridge real-world operations into exercise design and execution across the Joint Exercise life cycle.
Security Clearance Requirements
This position supports classified programs and requires access to classified systems and material. All contractor personnel must be United States citizens and possess a Top-Secret clearance with eligibility for Sensitive Compartmented Information, Nuclear Command and Control/Extremely Sensitive Information, and Special Access Program access prior to commencing work.
Requirements
Key Responsibilities
• Provide on-site support and assistance to plan, develop, execute, and analyze joint exercises.
• Assist in development, coordination, and management of Plans of Action and Milestones to track key actions and deliverable dates throughout each designated event life cycle.
• Support planning, coordination, and execution of exercise conferences and milestone events, including CDC, IPC, MPC, FPC, MDC, SDC, and MSC events.
• Chair planning work groups as determined by the event Lead Planner and Branch Chief, incorporate training objectives into exercise scenario design, and coordinate follow-on meetings and in-progress reviews to maintain schedule and milestone discipline.
• Assist the Government in developing, preparing, publishing, distributing, and archiving joint exercise documents, including key exercise planning and execution products.
• Assist in developing JECG architecture, manning, exercise concepts of operations, equipment requirements, and operating procedures for designated exercise events.
• Design, plan, and execute joint exercise events, including tabletop exercises, rehearsal of concept drills, senior leader discussions, seminars, and other wargaming-related activities.
• Consult with event sponsors and stakeholders to define problem concepts, event objectives, scenarios, venues, participants, and data capture methods, and support event-specific planning teams through all phases of event development.
• Provide exercise analysis, evaluation, and reporting support, including data collection support, after-action review participation, observation gathering, issue analysis, and reporting to senior leaders.
• Attend boards, bureaus, centers, cells, and working groups to articulate USSTRATCOM/J7 equities, maintain awareness of command processes, and support information gathering and sharing of exercise development practices across the Command and with external partners.
Required Qualifications
• Minimum 5 years of experience in Joint operations, including demonstrated experience in bridging operations into all aspects of exercise design and execution.
• Understanding of Combatant Command-level operations, national-level decision-making processes, the Joint Planning Process, and the orders development process.
• Prior job experience on Joint Staff or Combatant Command staff is required.
• Professional military education in strategy and planning, or 5 years of experience applying strategy and Joint doctrine in Joint planning processes, is required.
• Prior experience at USSTRATCOM Headquarters, JFACC, or JFMCC is required.
• Demonstrated relevant experience in:
o Providing on-site support and assistance to plan, develop, execute, and analyze joint exercises.
o Assisting in the development, coordination, and management of POA&Ms to track key actions and deliverables across the event life cycle.
o Supporting planning, coordination, and milestone conferences, including pre-conference, on-site, and post-conference activities.
o Chairing planning work groups, incorporate training objectives, develop scenario events and implementers, and coordinate follow-on meetings and interim planning reviews.
o Assisting the Government to develop, prepare, publish, distribute, and archive joint exercise documents.
o Assisting in development of JECG architecture, manning, concepts of operations, equipment requirements, and RFI support.
o Designing, planning, and executing joint exercise events, including TTXs, ROC drills, senior leader discussions, seminars, and wargaming-related activities.
o Providing joint exercise requirements, after-action analysis, evaluation, and reporting support, including observation collection, AAR facilitation, lessons learned, and issue tracking.
o Providing technical, administrative, and coordination assistance to support branch activities, command processes, relationship building, and briefing development
• U.S. citizenship required.
Preferred Qualifications
• Direct experience supporting USSTRATCOM joint exercise planning, execution, or analysis.
• Experience integrating operational planning considerations into exercise design for strategic deterrence, nuclear operations, or global strike mission areas.
• Experience coordinating with Components, Services, Interagency partners, or other Government agencies in support of exercise development and execution.
