Position Summary

Provide senior multi-intelligence collection management expertise supporting USCYBERCOM intelligence requirements, collection operations, and operational planning.
Essential Duties and Responsibilities
  • Develop, integrate, and assess multi-discipline collection strategies across SIGINT, HUMINT, OSINT, and GEOINT to address intelligence needs and operational objectives.
  • Review, validate, prioritize, consolidate, and deconflict collection requirements, including coordination with DIA and other Intelligence Community agencies.
  • Support Title 10 ISR and Title 50 SIGINT tasking deconfliction and collection management authorities supporting Cyber Mission Force operations.
  • Use collection requirements systems and processes, including CHROME, NSRP, POSTMAN, and GIMS; develop collection requirement matrices, Joint Integrated Prioritized Collection Lists, and RSTA matrices.
  • Identify collection gaps, reporting shortfalls, and capability gaps; assess reporting and refine strategies with analysts and planners.
  • Coordinate Intelligence Community working groups and boards, collection policies, collaborative collection orchestration, and collection exploitation activities.
  • Assess collection effectiveness using metrics, measures of effectiveness and performance, statistical analysis, visualization, and modeling; maintain data consistency and communicate findings.
  • Use automation, augmentation, and AI/ML capabilities to optimize collection and reporting processes.
Required Qualifications
  • In-depth knowledge of the assigned intelligence mission and mastery of qualitative and quantitative analytic methods.
  • Ability to conduct rigorous research, evaluate multiple information sources, defend analytic judgments, and revise assessments when new evidence emerges.
  • Ability to work independently with minimal oversight, collaborate across the Intelligence Community, and communicate complex findings clearly in written products and briefings.
  • Ability to review analytic products for sound arguments, tradecraft standards, and supported conclusions; knowledge of IC and DoD classification guidelines and procedures.
  • Proficiency in intelligence collection disciplines, collection requirements management, and associated databases, tools, and processes.
  • Graduation from an in-residence DoD or Intelligence Community collection management course.
  • Proficiency in statistical analysis and use of statistical packages such as MATLAB, SPSS, SAS, S-PLUS, or R.

Required Education and Experience Equivalency
  • Related master's degree from an institution accredited by a U.S. Department of Education-recognized agency with at least 12 years of experience related to the labor category, with some experience within the last two years.
  • Alternatively, a related bachelor's degree with at least 17 total years of experience related to the labor category, including five additional years of related senior experience in substitution for the master's degree, with some experience within the last two years.
