Collateral and Program Protection Security Specialist / Security Manager II

Location: Dayton, OH

Minimum Clearance Required: Top Secret/SCI Security Clearance required

This position requires the ability to obtain and maintain a Top Secret/SCI U.S. Government Security Clearance. U.S. Citizenship status is required, as this position necessitates an active U.S. Government Security Clearance for employment. Non-U.S. citizens are not eligible to obtain a U.S. security clearance. The Department of Defense Consolidated Adjudications Facility (DoD CAF), a federal government agency, handles the adjudicative aspects of the security clearance process for industry applicants. Adjudicative factors which affect the outcome of the eligibility determination include, but are not limited to, allegiance to the U.S., foreign influence, foreign preference, criminal conduct, security violations, and illegal drug use.

As a Collateral and Program Protection Security Specialist for the 645th Aeronautical Systems Group in Dayton, OH, primary duties will consist of assisting the 645 AESG Chief of Security and PMs with complex collateral security administration, incident response, classification management, secure facility accreditation and management, industrial security, support to industry, compliance assessments, and information security management functions supporting the documentation, tracking and oversight of collateral and program security efforts. Responsibilities include all necessary security support across the entire portfolio, to include SCI and SAP roles as needed for mission support.

Who You Are and What You Need:
  • Top Secret/SCI Security Clearance required.
  • Bachelor's degree or equivalent experience preferred.
  • Minimum of 3 years' experience in the security disciplines of physical, personnel, and information security supporting collateral security operations.
  • Previous Critical Program Information analysis/identification, Security Classification Guide development, PWS/SOW security language drafting, and Industry Facility Accreditation experience preferred.
  • Security Fundamentals Professional Certification (SFPC) through DCSA highly desired.
  • Attain and maintain proficiency in use of databases necessary to perform security role. These include but are not limited to the NISS / Industrial Security Facilities Database (ISFD), Defense Information System for Security (DISS), and unique (e.g., SSO) databases supporting SCI activities.
  • Proficiency in Microsoft Office 365 software applications is expected, to include Excel, PowerPoint, and Word.
  • Proven record in problem solving, decision-making, financial management, logistics and concept development
  • Aptly proficient in presentation, written and verbal communication skills


What You Will Do:
  • Support the 645 AESG Chief of Security in the development and maintenance of all documentation needed to effectively pursue and maintain a collateral security program, to include pursuing accreditations for all 645 AESG collateral secure facilities either through MAJCOM or internal Information Protection Office (IPO) delegations. This includes the development and maintenance of all associated facility documentation, the development and implementation of an inspection and oversight program, and support to potential IPO processes.
  • Support the 645 AESG Chief of Security in executing all daily and periodic Program Protection functions across the program. This includes, but is not limited to, PPP development, coordination and staffing, reviewing industry implementation plans, monitoring industry deliverables and conducting assessments, engage with EN SME(s) for CPI and AT inputs, Cyber coordination efforts, support to FMS cross-over engagements, program management review (PMR) attendance and host security support, and Commander priority efforts.
  • Perform information security functions to include incident response and tracking, classified material control and accountability (i.e., TSCO), classification management, conduct self-inspections (e.g., MICT), security Operational Instruction (OI) development, mailing procedures, and assisting in the interpretation of higher headquarters security guidance. Update, maintain, and host working groups for the development of security classification guides (SCG) for all programs.
  • Support personnel security functions for all personnel to include in/out-processing, annual SETA, incident / derogatory information reporting, DISS SMO maintenance, and visit requests.
  • Prepare for, and participate in, security program self-assessments, staff assistance visits, higher echelon inspections, and periodic program status checks as directed by the 645 AESG Chief of Security.
  • Maintain security database files detailing status and access of cleared personnel and assist in the dissemination and verification of collateral and SCI visit requests for all personnel.
  • Prepare, coordinate and distribute collateral access requests and consequent approvals.
  • Monitor and record foreign travel notifications, approvals, and mitigations in appropriate systems.
  • Perform resource management tasks to include administration of personnel actions, material and inventory, and office acquisition functions. These activities include tracking and reporting of security and resource database information, processing of periodic facility testing, self-inspections and associated documentation, coordination and maintaining communications among personnel, front office and command section points of contact, and HQ security functions.
  • Other tasks/duties as assigned.
