Full Job Description
We are seeking a Code Enforcement Manager in the Daly City, CA area.

Essential Duties and Responsibilities
  • Plans, organizes, manages, and evaluates the City's Code Enforcement Division and related compliance programs.
  • Directs code enforcement activities involving zoning ordinances, building and housing codes, public nuisances, property maintenance, abandoned vehicles, animal regulations, business licensing requirements, and other municipal codes.
  • Establishes strategic goals, priorities, policies, procedures, and performance measures to ensure effective and legally compliant code enforcement operations.
  • Oversees enforcement efforts for residential, commercial, and industrial properties to protect public health, safety, and welfare.
  • Develops and implements policies, procedures, programs, and projects to improve operational effectiveness, consistency, and customer service.
  • Manages division staffing, budgets, contracts, technology, and operational resources to ensure efficient service delivery and achievement of departmental goals.
  • Provides leadership, supervision, coaching, mentoring, and professional development for assigned staff, including recruitment, training, performance management, succession planning, and disciplinary actions.
  • Directs and oversees complex, sensitive, and high-profile investigations, enforcement actions, and compliance initiatives.
  • Ensures compliance with applicable local, state, and federal laws, regulations, policies, and industry best practices.
  • Monitors workloads, program performance, operational metrics, and service levels; prepares reports, analyses, and recommendations for executive management, boards, commissions, and elected officials.
  • Oversees budget development and administration, including forecasting, procurement, contract management, inventory control, and resource allocation.
  • Serves as the City's subject matter expert on code enforcement matters and provides technical guidance and policy recommendations to staff, management, and stakeholders.
  • Develops and implements public outreach, education, and community engagement programs designed to promote voluntary compliance and increase public awareness.
  • Responds to complex public inquiries, complaints, and service requests while fostering positive community relations and maintaining high levels of customer service.
  • Represents the City and department at public meetings, hearings, boards, commissions, community events, and interagency forums.
  • Collaborates with City departments, regulatory agencies, businesses, contractors, community organizations, and residents to resolve compliance issues and advance organizational objectives.
  • Establishes and maintains effective working relationships with internal and external stakeholders.
  • Monitors changes in legislation, regulations, and industry trends and recommends updates to policies, procedures, and enforcement practices.
  • Performs related managerial, administrative, and operational duties as assigned.
