Minimum Qualifications of Education and Experience:
  • Must possess an Associate's degree in a field related to the job duties. Degrees may be in Criminal Justice, Community Development, Planning, Building Inspections, or related field.
  • Two (2) years of progressively responsible experience involving code enforcement, municipal government, community development, public safety, inspections, housing, or a closely related field.
OR
  • Any satisfactory equivalent combination of education, training, and experience that demonstrates the knowledge, skills, and abilities to perform the duties of the job proficiently may be substituted for the above requirements.

Nature of Work:
Under the direction of the Public Safety Commander, the Code Enforcement Coordinator is responsible for coordinating and administering the City's municipal code enforcement activities. The position works collaboratively across City departments to address property, nuisance, zoning, housing, and other community concerns affecting the health, safety, appearance, and general welfare of the community. The Coordinator serves as a resource for residents, property owners, businesses, City staff, and community partners regarding municipal code requirements and compliance. The position emphasizes education, communication, problem solving, voluntary compliance, and coordination of available City and community resources while pursuing formal enforcement action when necessary. The Code Enforcement Coordinator manages cases from initial complaint or identification through investigation, compliance, enforcement, abatement, legal proceedings, and final resolution. The position exercises independent judgment in prioritizing cases, determining appropriate compliance strategies, coordinating departmental responses, and ensuring enforcement actions are consistent, timely, properly documented, and legally sufficient.

Duties / Responsibilities
Primary Essential Work Functions:
Code Enforcement and Case Management
  • Receives, reviews and Investigates complaints and proactively identifies potential violations of City codes, ordinances, laws, and regulations.
  • Manages code enforcement cases from initial complaint or inspection through resolution, including documentation, notices, follow-up inspections, compliance verification, abatement, legal action, and case closure.
  • Prioritizes and manages assigned cases to ensure timely, consistent, and appropriate resolution.
  • Addresses violations involving nuisance conditions, property maintenance, zoning, abandoned or inoperable vehicles, rental housing, occupancy, licensing, and other municipal code matters.
  • Applies professional judgment and established policies and procedures when recommending or implementing appropriate compliance strategies, enforcement actions, and timelines.

Investigation, Documentation, and Legal Coordination
  • Conducts inspections and investigations; gathers, photographs, documents, and preserves evidence to support enforcement actions.
  • Prepares and maintains accurate notices, reports, correspondence, case records, and other enforcement documentation.
  • Coordinates with the City Attorney on complex enforcement matters, abatements, administrative actions, warrants, and legal proceedings.
  • Prepares cases for administrative hearings or court proceedings and provides testimony as required.
  • Ensures enforcement records are maintained in accordance with City policy, legal requirements, and data practices standards.

Community Engagement and Compliance Assistance
  • Serves as a resource to residents, property owners, businesses, and other stakeholders regarding City Code requirements and enforcement processes.
  • Promotes voluntary compliance through education, communication, problem solving, and connection to available City or community resources.
  • Uses effective communication, conflict resolution, and de-escalation techniques when working with individuals who may be distressed, uncooperative, or resistant to compliance.
  • Develop educational materials and provide outreach regarding City Code requirements and community standards.

Interdepartmental and Community Coordination
  • Coordinates enforcement activities and problem-solving efforts with Public Safety, Community Development, Public Works, Customer Service Department, Administration, the City Attorney, and other City departments.
  • Works with external agencies, service providers, property managers, community organizations, City department staff and other partners to resolve complex or recurring concerns.
  • Identifies patterns of repeated complaints or violations and develops coordinated strategies to improve long-term compliance and neighborhood conditions.

Program Administration and Improvement
  • Reviews code enforcement practices, procedures, and City Code provisions and recommends improvements to increase consistency, efficiency, and effectiveness.
  • Tracks enforcement activity, case outcomes, and recurring trends and prepare reports or recommendations as needed.
  • Develops and implements strategies designed to reduce repeat violations, improve compliance, and enhance community livability.

Supervision and Work Coordination
  • Supervises and coordinates the work of Community Service Officers and other assigned staff.
  • Assigns and monitors code, animal impound, and other related work of the Community Services Officers to ensure timely follow-up, consistent enforcement, and accurate documentation.
  • Assists with recruitment, training, scheduling, performance management, and workload coordination for assigned employees.
  • Provides technical guidance and direction regarding code enforcement procedures, investigations, documentation, and customer interactions.

Other Work Functions:
  • Performs physical and mental demands and work environment requirements for this position.
  • Attendance during regularly scheduled work hours and outside regular hours as necessary.
  • Effective and respectful communication and interactions with other employees, supervisors, individuals from other organizations, and community customers.

Qualifications / Conditions of Employment

  • Must possess a valid driver's license and be able to drive in the State of Minnesota.
  • Must successfully complete pre-employment personnel assessment, background investigation, drug test, and fingerprinting.
  • Must comply with organizational and departmental policies.
  • Must comply with data practices policies and standards relative to not public data. Any access to not public data should be strictly limited to accessing the data that is necessary to fulfill the employment responsibility. While data are being accessed, incumbents should take reasonable measures to ensure the not public data are not accessed by individuals without a work reason. Once the work reason to access the data is reasonably finished the not public data must be properly stored according to city policy and the Minnesota Statutes.
  • Safety Sensitive Notice This is a safety sensitive position which requires cannabis pre-employment drug testing. Safety sensitive position means a job in which an impairment caused by drug, alcohol, or cannabis usage would threaten the health and safety of any person.


Hours of Work

General working hours are Monday through Friday, 8:00 a.m. to 4:30 p.m. or 9:00 a.m. to 5:30 p.m., and evening, weekend, holidays, and outside of regular hours as necessary.
