Description
IBSS is seeking a Cloud Product Manager to support NOAA's Cloud Program Office (NCPO) under the NCPO Cloud Support Services contract. This position leads NOAA's enterprise cloud transformation portfolio, managing cloud capabilities as mission-aligned products rather than isolated projects, and drives cloud financial accountability across NOAA's federated, multi-cloud environment. The Cloud Product Manager works alongside NCPO leadership, Line and Staff Office (L/SO) stakeholders, and the Cloudability Administrator/FinOps Engineer and Cloud Governance/Project Management Analyst to advance NOAA's transition to a cloud-native, cloud-optimized operating model.

Key Responsibilities:
  • Maintain and evolve a strategic cloud product roadmap aligned with NOAA's enterprise-wide priorities, service modernization goals, and long-term transformation objectives.
  • Engage directly with mission and business stakeholders across NOAA Line and Staff Offices to identify modernization opportunities and prioritize cloud initiatives that deliver measurable operational value.
  • Lead enterprise FinOps and financial governance practices, including facilitating working groups, enforcing tagging standards, and enabling chargeback/showback capabilities.
  • Report cloud financial performance and portfolio status to executive leadership and the Contracting Officer's Representative (COR).
  • Drive outcomes in a complex, federated organization by aligning competing priorities and building consensus among diverse stakeholder groups.
  • Translate complex technical architectures and cloud transformation concepts into mission-relevant terms for non-technical stakeholders and leadership.
  • Facilitate discovery sessions and guide stakeholders through iterative delivery cycles using agile and human-centered design approaches.
  • Support high-level roadmap alignment for cloud solutions architecture and coordinate optional/surge technical scope as directed by the Task Manager.
  • Prepare and deliver the Monthly Activity Report, LOE Spend Plan, and quarterly Product Roadmaps & Architecture Blueprints to the COR and NCPO leadership.
  • Attend the contract kickoff meeting and periodic progress meetings with the Contracting Officer, COR, and Task Manager.

Required Skills /Education/ Certifications & Qualifications:
  • Bachelor's Degree
  • 6+ years of demonstrated project management leadership and strategic delivery across large-scale digital modernization and enterprise multi-cloud transformation initiatives.
  • Proven experience driving cross-functional alignment and stakeholder consensus across federated L/SOs or equivalent large, matrixed enterprises.
  • Demonstrated experience managing cloud capabilities as mission-aligned products rather than isolated projects, defining enterprise product roadmaps, and translating complex technical architectures into mission-relevant outcomes.

Desired Skills:
  • Experience supporting the Department of Commerce or another Federal Civilian Executive Branch (FCEB) agency's cloud transformation program.
  • Experience facilitating enterprise governance working groups and executive-level financial reporting.
  • Experience with human-centered design, business process reengineering, or agile product management methodologies in a federal or large enterprise setting.
