Overview

Stellar Solutions is seeking a Cloud Infrastructure Program Manager to support a Strategic SATCOM program office responsible for complex technical and acquisition activities. The Program Manager will coordinate cloud infrastructure initiatives across cost, schedule, performance, risk, acquisition, and stakeholder interfaces, helping the Government advance cloud modernization capabilities in secure mission environments.

 

Role/Responsibilities/Qualifications

The Cloud Infrastructure Program Manager will augment the Government program office by managing programs and technical projects from planning through execution and closure. The role requires the ability to connect acquisition strategy, contract and business operations, cloud infrastructure implementation, and stakeholder coordination while driving decisions and maintaining disciplined control of cost, schedule, performance, and risk.

Key responsibilities include:

  • Manage cloud infrastructure programs and technical projects across cost, schedule, performance, and risk.
  • Support acquisition planning, contract management, and business operations associated with complex Government programs.
  • Plan and execute cloud infrastructure initiatives in support of mission and program objectives.
  • Develop, coordinate, and drive acquisition and contract documentation through completion in accordance with established schedules and quality standards.
  • Identify, analyze, and propose program risks, issues, and opportunities and manage associated handling plans.
  • Evaluate cost, schedule, and performance tradeoffs and develop recommendations supporting program decisions.
  • Coordinate activities across acquisition, systems engineering, digital transformation, and cloud modernization stakeholders.
  • Build and maintain productive relationships with external stakeholders and facilitate consensus across organizational boundaries.
  • Support program activities involving IL4, IL5, or IL6 environments, including classified and disconnected environments.
  • Communicate program status, risks, decisions, and recommendations clearly through written and verbal products.
  • Work independently and collaboratively to solve complex problems and advance program objectives in a fast-paced environment.

Required Qualifications

  • 10+ years of experience with DoW acquisition planning, contract management, and business operations.
  • 4+ years of experience in program management making decisions or recommendations involving cost, schedule, and performance tradeoffs.
  • 2+ years of experience planning and executing cloud infrastructure programs.
  • Experience with complex DoW acquisition, systems engineering, digital transformation, or cloud modernization programs.
  • Experience identifying, analyzing, and proposing program risks, issues, and opportunities and managing handling plans.
  • Experience with IL4, IL5, or IL6 environments, including classified and disconnected environments.
  • Excellent verbal and written communication skills.
  • Experience with Microsoft Word, Excel, PowerPoint, and Outlook.
  • Ability to work collaboratively and independently, demonstrate initiative, and learn and solve problems quickly and creatively in a fast-paced environment.
  • Bachelor's degree.

Desired Qualifications

  • Experience working with DoD space, SATCOM, or satellite ground systems.
  • Experience with Agile tools including Jira and Confluence.
  • Master's degree.

Clearance & Additional Requirements

  • Secret clearance required.
  • Top Secret clearance desired
  • On-site work at LAAFB is required 5 days per week.

LocationEl Segundo, California - This position is full-time and supports a Government customer environment; Work style expectation is considered Onsite, requiring 5 days per week on base. 

 

Compensation:

The typical salary range for this position is USD $170,000 - $183,000 per year. Individual pay is determined by many factors including work location, job-related skills, experience, and relevant education or training.

 

In addition to base salary, this position is eligible for a comprehensive total rewards package that includes an annual performance bonus, an employer-funded Profit-Sharing Plan (PSP) contribution based on base compensation, and comprehensive employer-paid medical benefits, PTO pay-out options, along with additional company-sponsored benefits. All of these benefits represent an additional 30-40% to your base compensation for a total compensation package.

Deliverable(s)

The Cloud Infrastructure Program Manager will help the Government turn cloud modernization objectives into executable acquisition and program activity, maintaining alignment among technical performance, cost, schedule, risk, contracts, and stakeholder expectations. Successful performance will enable disciplined delivery of cloud infrastructure capabilities appropriate for secure mission environments while improving visibility into decisions, dependencies, and program risk. Deliverables may include acquisition and contract documentation, program plans and schedules, risk and opportunity products, decision materials, status briefings, analyses, spreadsheets, and other Government-directed program artifacts.
