Full Job Description
The Cloud & Azure Program Management Lead serves as the technical and programmatic lead for a multi-disciplinary engineering team operating within a USMC enterprise environment. This role blends systems engineering expertise, program management leadership, agile delivery practices, and modern cloud engineering experience - specifically using Microsoft Azure. The PAS Engineer ensures alignment of technical work with government sponsor priorities while delivering secure, scalable, and resilient solutions compatible with USMC enterprise systems, cybersecurity requirements, and mission objectives.

Responsibilities

  • Lead and mentor a multi-disciplinary engineering team operating within a USMC enterprise environment, ensuring alignment with Marine Corps policies, technical standards, cybersecurity requirements, and mission objectives.
  • Architect, design, and oversee the implementation of solutions using Microsoft Azure services while ensuring interoperability with USMC enterprise systems, networks, identity services, and data management frameworks.
  • Manage program scope, schedules, risks, and resources across multiple engineering workstreams, maintaining compliance with government sponsor expectations, USMC governance processes, and formal reporting requirements.
  • Establish and drive agile workflows-including sprint planning, backlog prioritization, iterative development, and continuous delivery-tailored for government engineering environments and compatible with USMC acquisition and sustainment practices.
  • Guide systems engineering activities such as requirements development, interface definition, technical integration, verification, and documentation, ensuring compatibility with USMC enterprise architecture and mission support systems.
  • Facilitate technical reviews, design sessions, demos, and cross-team collaboration to ensure coordinated engineering outputs and successful delivery of integrated solutions across government and contractor teams.
  • Communicate project status, technical risks, cloud-modernization strategies, and engineering recommendations to USMC sponsors, leadership, and enterprise stakeholders, ensuring clarity and alignment across diverse audiences.
  • Ensure Azure implementations follow USMC cybersecurity controls, compliance mandates (including RMF/ATO processes), governance models, and cost-management best practices suitable for government cloud environments.
  • Strengthen engineering quality and team efficiency by promoting continuous improvement, cloud modernization, DevSecOps adoption, and enterprise-wide technical alignment within the USMC ecosystem.

Qualifications

  • Must possess a current/active Secret clearance with the ability to obtain a Top Secret clearance
  • Must possess a Bachelor's degree and 5 years of program/project management experience. In lieu of a Bachelor's degree, must possess 10 years of related program/project management experience.
  • Extensive systems engineering or software engineering experience.
  • Strong program management background supporting government or complex multi-stakeholder environments.
  • Demonstrated leadership of multi-engineer technical teams.
  • Proficiency with Azure cloud technologies and modern cloud engineering practices.
  • Experience with agile frameworks (Scrum, SAFe, etc.).
  • Strong communication skills across technical and strategic domains.

Desired Qualifications:
  • Experience supporting defense, intelligence, or USMC enterprise environments.
  • Azure certifications (Azure Solutions Architect, Azure Administrator, DevOps Engineer, etc.).
  • PMP, CSM, SAFe Agilist, or INCOSE ASEP/CSEP certifications.
  • Hands-on experience with cloud security models aligned to government environments.

This position is contingent upon contract award and funding. Applicants selected may be hired offered but cannot begin work until funding has been confirmed.
