Clinical Informaticist II, Operational Informatics Pipeline (OIP)
Job Summary:
Artemis ARC seeks a Clinical Informaticist II to support the Department of Veterans Affairs (VA) Veterans Health Administration (VHA) Office of Clinical Informatics (OCI) on the Operational Informatics Pipeline (OIP) contract. You will assess what clinicians and Veterans need from the electronic health record, then evaluate and refine the clinical processes, decision support, and content that meet those needs in VistA/CPRS and the Federal Electronic Health Record (EHR). The role supports the Clinical Informatics Solutions specialty area, including clinical content and workflow standardization, clinical decision support, EHR issue management, and informatics patient safety. You will work within Scaled Agile Framework (SAFe) Agile Release Trains alongside clinical informaticists, Tier 1 subject matter experts (SMEs), and VA Business Owners.
Primary Responsibilities
- Clinical Needs Assessment. Assess the information and knowledge-based needs of clinicians and Veterans, and translate them into requirements for VistA/CPRS and the Federal EHR.
- Clinical Process Evaluation. Characterize, evaluate, and refine clinical processes and workflows, such as orders, referrals, medication management, and documentation.
- Clinical Decision Support. Develop, implement, and refine clinical decision support, including alerts, order sets and PowerPlans, clinical reminders, documentation templates, and rules.
- Clinical Content Standardization. Support enterprise standardization of clinical content across VA medical centers, working through national governance and approval processes.
- Clinical Information Systems Lifecycle. Participate in the customization, implementation, management, evaluation, and continuous improvement of clinical information systems and order-entry systems.
- EHR Issue Management. Analyze clinical issues from the field through the tiered issue management process, and recommend content or configuration fixes.
- Go-Live and Sustainment Support. Support Federal EHR site go-lives and VistA/CPRS sustainment, including testing, validation, and post-go-live stabilization.
- Informatics Patient Safety. Support analysis of health IT patient safety issues and safety monitors tied to clinical content.
- Clinical Content Across Exchange. Help ensure clinical content displays and behaves correctly when patient data is exchanged between VistA/CPRS, the Federal EHR, and community providers.
- Evaluation and Improvement. Evaluate the effect of changes using usage data, issue trends, and clinician feedback, and refine the build based on the findings.
- Agile Team Participation. Participate in Planning Interval (PI) Planning, backlog refinement, iteration ceremonies, and system demos; help decompose Epics into Features with clear acceptance criteria.
Minimum Qualifications
- Master’s degree required.
- Minimum of 5 years of professional experience.
- Hands-on experience with EHRs or other clinical information systems, such as VistA/CPRS, Oracle Health (Cerner), or Epic, in an analyst, informaticist, or build role.
- Experience assessing clinical information needs and evaluating or redesigning clinical workflows.
- Experience developing, implementing, or refining clinical decision support.
- Ability to obtain and maintain a VA background investigation at the level assigned to the position; must reside and work in the United States with U.S. work authorization.
Desired Qualifications
- Clinical license or background (e.g., RN, PharmD, MD).
- Master’s degree in nursing informatics, health informatics, or a related field.
- Experience supporting VA or VHA clinical informatics.
- Experience with Oracle Health clinical content, such as PowerPlans, MPages, or PowerOrders.
- Experience with health information exchange or standards such as HL7, FHIR, SNOMED CT, or LOINC.
- Informatics certification, such as ANCC Informatics Nursing (RN-BC) or AMIA Health Informatics Certification (AHIC).
- Experience on SAFe or Scrum teams.
