Civil Project Manager
Division:Heavy Civil - Underground Utilities & Site Development
Status:Full-Time, Exempt
Compensation:$95,000-$120,000 annually
Location: Birmingham, AL | Some Travel Required

Job Summary
The Civil Project Manager leads assigned Timberline Construction Group heavy civil projects from preconstruction through closeout, with a focus on underground utilities and full-site development. This position is responsible for overall project planning, financial performance, schedule, documentation, client coordination, quality, and successful delivery. The Project Manager works closely with Superintendents and field teams to resolve constructability issues, maintain production goals, manage risk, and ensure project requirements are met safely and efficiently.

Primary Responsibilitie
  • Manage all phases of assigned civil projects from preconstruction and mobilization through construction, closeout, and final turnover.
  • Develop and maintain project schedules, budgets, cost projections, production goals, and financial forecasts through completion.
  • Coordinate Superintendents, field crews, subcontractors, vendors, owners, engineers, architects, inspectors, and municipal stakeholders.
  • Review construction plans and specifications, identify constructability concerns, and guide resolution of drawing conflicts, field conditions, and technical issues.
  • Manage RFIs, submittals, change order proposals, owner billings, subcontractor/vendor billings, monthly reports, and other project controls.
  • Verify work-in-place quantities and supporting documentation to help ensure timely and accurate owner billing and subcontractor payment review.
  • Lead procurement and subcontractor/vendor coordination, including bid solicitation, scope review, material planning, pricing, and negotiation support.
  • Identify and propose value-engineering alternatives that improve constructability, schedule, quality, or project cost performance.
  • Track project performance metrics and communicate cost, schedule, quality, safety, and production risks to Civil Division leadership.
  • Maintain detailed project documentation, including meeting records, correspondence, change management, closeout requirements, and as-built coordination.
  • Support field leadership with manpower, material, equipment, and sequencing decisions while maintaining clear accountability between project management and field operations.
  • Mentor junior project staff and help develop consistent project management practices across the Civil Division.
  • Maintain strong long-term relationships with clients, engineers, subcontractors, vendors, and business partners and support future project opportunities.


Required Qualifications
  • 5+ years of civil project management experience with demonstrated responsibility for project delivery, financial performance, and team coordination.
  • Proven experience with underground utilities and site development, including water, sewer, storm, drainage, and related civil scopes.
  • Strong understanding of construction plans, specifications, project schedules, cost controls, billing, change management, and closeout processes.
  • Strong leadership, organization, problem-solving, written communication, and client-facing skills.
  • Proficiency with Microsoft Office, including Word, Excel, Outlook, and Project.
  • Willingness to travel to project sites as needed.


Preferred Qualifications
  • Bachelor's degree in Construction Management, Civil Engineering, or a related field, or equivalent combination of education and experience.
  • Experience with HCSS HeavyJob and Bluebeam.
  • Familiarity with AutoCAD.
  • Knowledge of municipal permitting, utility regulations, inspections, and public infrastructure coordination.


Working Conditions
This position operates in a fast-paced construction environment with significant coordination between office and field operations. Travel to active project sites is required. The role involves multiple deadlines, complex project variables, changing field conditions, and frequent communication with internal and external stakeholders. Other duties may be assigned as business needs arise.
