Position Description

The Program Manager is responsible for the administration and management of delivering large-scale, complex infrastructure programs and projects in alignment with the agency's vision and mission. This position will provide leadership through the development and implementation of the program management strategic plan by defining best practices, policies, procedures and processes. The PM is responsible for overseeing the planning, implementation and completion of program/project initiatives, on time and within budget. The position will oversee and manage the functions of program/project strategy, risk assessment and planning, quality control and actively managing work towards achieving program/project milestones and program/project delivery. The HCTRA Capital Projects & Infrastructure Division focuses on programs/projects ranging from civil transportation infrastructure design, roadway/bridge design, and drainage across the Harris County Toll Road.

Duties and Responsibilities:
  • Develops and implements the program management strategic plan, policies, procedures and processes; manages the development of multiple projects to maintain alignment with the agency's vision and mission, including planning, organizing, coordinating, and monitoring activities leading the project(s) to successful execution and completion.
  • Creates and applies standardized project management methodologies, including project definition, planning, risk management, project control, and change management, to ensure a repeatable project delivery process.
  • Reviews and assigns roles and responsibilities; coordinates the workflow within the area of responsibility to ensure goals and objectives are met among staff (project managers); contractors, consultants, stakeholders, and outside agencies; actively manages work towards achieving program/project milestones and program/project delivery.
  • Monitors performance of work, develops and approves schedules to ensure that project is meeting designated milestones on schedule, under budget, and in compliance with project quality assurance and contract specifications. Manages budget expenditures associated with contractual agreements within the project scope.
  • Establishes best practices standards for achieving goals; identifies, manages, and develops resolutions to risks and issues that may impede or are impeding activity progress; monitors evaluation activities and may implement process improvement methodology to ensure timely outcomes and measurable goals are achieved during project lifecycle.
  • Serves as the principal contact for the program/project; communicates progress and issues to management, project managers, contractors, consultants, stakeholders, and outside agencies.
  • Develops and presents comprehensive program/project performance and productivity reports in relation to division initiatives and/or assigned program/projects; effectively communicates and conveys complex information in a clear and concise manner to the Executive Management team.
  • Performs related work as assigned.

Requirements
Education:
  • Bachelor's Degree in Civil Engineering or similar curriculum from ABET accredited college or university.
  • Licensed to practice as a Professional Engineer (P.E.) in the State of Texas or ability to obtain a Texas Professional Engineer (P.E.) within six (6) months of hire.
  • A valid Texas driver's license and good driving record/
Experience:
  • Progressively responsible work experience that includes any combination of engineering planning, design, and construction management of projects involving roadway and bridge design. Advanced degree obtained and/or program/project certifications may be used to substitute for experience.
  • Program Manager I - less than seven (7) years of project management experience
  • Program Manager II - more than ten (10+) years of program management experience
Preferences:
  • Program/Project Management Certification(s) such as CAPM, PMP, PgMP or other related program/project management certifications.

Knowledge, Skills, and Abilities:
  • Strong leadership and interpersonal skills, with the ability to motivate and guide others, build effective and cohesive teams toward the accomplishment of agency and division goals.
  • Considerable knowledge and understanding of civil transportation infrastructure design, roadway/bridge design, drainage, and construction standards and practices.
  • Strong skills using project management tools and systems, including but not limited to scheduling software, Primavera P6 and Microsoft Project.
  • Proficient skills using Microsoft Office MS 365, Bluebeam and Adobe Acrobat.
  • Familiar with roadway design and CADD software applications and processes.
  • Familiar with collaborative working environments such as Microsoft Teams and Sharepoint.
  • Ability to manage multiple people and unrelated projects simultaneously.
  • Ability to resolve competing requirements between different functional groups.
  • Ability to plan, organize, prioritize, coordinate, train, support, assign and evaluate the work of subordinate project managers.
  • Ability to effectively communicate both verbally and in writing.
  • Ability to effectively communicate with coworkers, the public, industry, and governmental representatives.
  • Ability to handle confidential materials with considerable personal tact and initiative.

Physical Demands:
  • Must be able to work in all weather conditions. Must be able to safely and efficiently move around all parts of a construction site including excavations and heights.

General Information
Position Type and Typical Hours Work:
  • This is a full-time position.
  • Typical work schedule is Monday through Friday, 8:00 a.m. - 5:00 p.m.
  • Hours may vary based on the business needs of the department.
  • May occasionally have to work nights and weekends.
  • During inclement weather events, shift work may be required, including potentially overnight.

Work Environment:
Work is mainly conducted indoors (both office and job trailer). However, the job may require time outside on construction project sites in all weather conditions. Exposure to extreme temperatures (high and low), noise, and high-speed traffic. May be exposed to other hazards during inclement weather or maintenance emergency response activities. This role routinely uses standard office equipment such as computers, phones, photocopiers, filing cabinets and fax machines.

Reports To Position: May report to a Deputy Director, Assistant Director, Manager or Lead
Supervises Positions: May supervise two to ten personnel
