** This will be an onsite position at Fort Belvoir, VA.
We are seeking a motivated and technically skilled Journeyman Civil Engineer to support critical national security missions within a dynamic systems analysis environment in Washington, DC. The selected candidate will contribute to high-priority analytical efforts focused on infrastructure vulnerability assessment, facility characterization, and the modeling of complex systems of systems. This role requires a strong engineering foundation combined with the ability to apply analytical rigor to conventional weapons effects, alternative analyses, and the assessment of hardened and deeply buried target (HDBT) infrastructure. The ideal candidate thrives in a collaborative, fast-paced government contracting environment and is passionate about delivering technically defensible, mission-impactful results.
Key Responsibilities:- Conduct infrastructure analysis and vulnerability assessments of complex facilities, including hardened, deeply buried, and WMD-associated targets, evaluating structural and system-level weaknesses
- Develop and apply systems of systems (SoS) modeling approaches to characterize interdependencies across critical infrastructure networks
- Analyze and assess facility-level engineering systems-including water distribution, electrical power, and HVAC systems-within WMD facilities and HDBTs to support targeting and defeat planning
- Perform 3D facility characterization using available engineering data, imagery, and geospatial information to support model development and target analysis products
- Execute model validation activities to ensure analytical tools and simulations accurately reflect real-world physical conditions and engineering parameters
- Apply conventional weapons effects models to assess structural response, system degradation, and defeat probabilities across a range of target types and weapon configurations
- Support analyses of alternatives (AoA) by evaluating competing technical approaches, methodologies, and defeat strategies to inform decision-maker recommendations
Required Qualifications
Bachelor's degree in Civil Engineering or a closely related engineering discipline
- 8+ years of relevant professional experience in civil or structural engineering, with demonstrated application in systems analysis, vulnerability assessment, or related technical domains
- Working knowledge of conventional weapons effects and associated modeling tools (e.g., MEVA, BlastX, or equivalent government/DOD-approved models)
- Demonstrated experience with infrastructure systems analysis, including assessment of mechanical, electrical, or utility systems within complex facilities
- Familiarity with 3D modeling, CAD tools, or geospatial platforms used for facility characterization and target visualization
- Ability to conduct and document structured analyses of alternatives with clear, technically defensible methodologies
- US Citizen with an Active Top Secret / SCI security clearance (required at time of application)
Desired Qualifications
- Prior experience supporting DOD, DIA, or Intelligence Community (IC) programs related to target analysis, defeat planning, or WMD/HDBT assessments
- Familiarity with HDBT defeat planning methodologies and associated government doctrine, publications, or analytical frameworks
- Experience with systems of systems (SoS) modeling frameworks or multi-domain simulation environments used in government or defense contexts
- Professional Engineer (PE) license or active pursuit of licensure
- Graduate degree (M.S.) in Civil Engineering, Structural Engineering, or a related technical discipline

Compensation at Noblis is determined by various factors, including but not limited to, the combination of education, certifications, knowledge, skills, competencies, and experience, internal and external equity, location, clearance level, as well as contract-specific affordability, organizational requirements and applicable employment laws. The projected compensation range for this position is based on full time status. For part time or on-call staff, compensation is proportionately adjusted based on hours worked. While monetary compensation is important, it's just one component of Noblis' total compensation package.
