The Department of Developmental Services (DDS) is searching for a dynamic Civil Engineer to take on a critical role overseeing various key responsibilities. Reporting directly to the Director of Capital Planning and Facilities Management, Incumbents of positions in this series prepare or review plans, designs, specifications, and cost estimates for engineering projects; prepare and/or review reports, studies and analytical data; perform calculations relating to engineering problems; perform engineering surveys; Inspect construction and/or maintenance work; and perform related work as required. The basic purpose of this work is to perform professional engineering duties in such areas as highways, bridges, buildings and facilities all in accordance with sound engineering principles, applicable laws, regulations, and standards.

Duties and Responsibilities (these are a summary and not all inclusive)
- Prepare and/or review plans, specifications, and cost estimates for engineering projects such as multi-lane projects in a suburban or urban setting or multi-span bridges of unique design.
-Direct and monitor the planning, design, and technical review of buildings projects.
-Review the work performed by contractors in the construction, maintenance or site development for large buildings or building-related projects.
-Act as district survey supervisor by directing all survey work In an area of the state.
-Act as district traffic engineer by supervising the design of traffic signal and highway lighting systems, and Investigate and advise cities and towns on traffic control problems.
-Assist the district projects engineer by directing the design of area projects.
-Assist the layout engineer by supervising the preparation of state highway layouts.
-Assist the district construction engineer by advising resident engineers on interpretation of plans and specifications.
-Act as resident engineer on construction projects such as Interstate or multi-lane highways In urban or suburban areas, Including difficult traffic, utility or environmental conditions.
- Deliver expert testimony at court proceedings

Required Qualifications
- Knowledge of the principles, practices, and techniques of supervision.
- Ability to determine proper format and procedure for assembling items of information.
-Knowledge of the principles and practices of civil engineering.
-Knowledge of the terminology and standard abbreviations used in civil engineering.
-Knowledge of the principles of hydraulics as applied to surface drainage, pipes, and culverts.
-Knowledge of the engineering properties of soils including the compressibility and, shear strength of soils.
-Knowledge of the methods of soil testing Including son classification tests, triaxial strength tests, etc.
-Knowledge of the properties and characteristics of concrete and asphalt. Knowledge of the mechanical properties of fluids including statics, continuity and momentum in conduits under pressure and in pipe systems.
-Knowledge of the mechanical properties of fluids including critical flow, momentum and flow resistance in open channels.
-Knowledge of the theory and practice of plane surveying.
-Knowledge of the types and uses of equipment used in plane surveying.
-Knowledge of the types and uses of equipment and materials used in building, bridge, highway, road,street or tunnel construction.
-Knowledge of mathematical formulae used to compute volumes and areas.
- Knowledge of elementary algebra, trigonometry, plane and solid geometry.
-Knowledge of integral and differential calculus and of the methods used in the preparation of charts, graphs, and tables.
-Knowledge of the standard procedures for taking field notes in connection with plane surveying.
-Knowledge of the methods of general and technical report writing.
- Skill in the use of plane surveying equipment and instruments such as rods, transits, plumb bobs, tapes, stakes, and levels.
- Ability to analyze and determine the applicability of civil engineering data, to draw conclusions and make appropriate recommendations.
-Ability to read and interpret documents such as plans, specifications, blueprints, and drawings.
-Ability to understand, apply and explain the laws, rules, regulations, procedures, specifications and guidelines governing assigned unit activities.
- Ability to understand and apply the laws, rules and regulations concerning the environment in connection with the construction and maintenance of highways, bridges, buildings, etc.
- Ability to perform mathematical calculations using formulae to solve civil engineering problems.
-Ability to prepare technical and general reports and maintain accurate records.
- Ability to prepare and use charts, graphs, and tables
-Ability to write concisely, express thoughts clearly and to develop ideas in a logical sequence.
- Ability to work accurately with numbers, codes and/or symbols.
- Ability to give written and oral instructions in a precise, understandable manner.
- Ability to assemble Items of Information In accordance with established procedures.
- Ability to establish and maintain harmonious working relationships and deal tactfully with others.
- Ability to work independently and adapt to varying work situations.
- Ability to supervise, including planning and assigning work according to the nature of the job to be accomplished, the capabilities of subordinates and available resources; controlling work through periodic reviews and/or evaluations; determining subordinates' training needs and providing or arranging for such training; motivating subordinates to work effectively; determining the need for disciplinary action and either recommending or initiating disciplinary action.

Preferred Qualifications
- Ability to accomplish work objectives when few precedents or guidelines are available.
- Able to plan, assign and coordinate the activities of others while utilizing appropriate principles, practices, and techniques of supervision.
- Familiar with the laws, rules and regulations governing assigned unit activities.
- Knowledge of the policies. procedures, specifications, standards, and guidelines governing assigned unit activities.
- Familiar with electronic data processing techniques used in solving civil engineering challenges.
- Knowledge of the methods and techniques followed in the inspection of civil engineering projects.
- Familiar with and skilled in the types and uses of personal protection and safety equipment used in civil engineering work and the health and safety practices and procedures followed.

Qualifications:

Minimum Entrance Requirements:

Applicants must have at least (A) five years of full-time, or equivalent part-time, technical or professional experience in civil engineering work in such areas as construction, survey, design, transportation, hydraulics, structural, sanitary, drafting, environmental, highway, architectural, airport, soils and materials of which (B) at least three years must have been in a professional capacity, and (C) of which at least one year must have been in a supervisory, managerial, or administrative capacity, or (D) any equivalent combination of the required experience and the substitutions below.

Substitutions

I. An Associate's degree with a major in civil engineering** or civil engineering technology** may be substituted for a maximum of one year of the required (A) experience.*

II. A Bachelor's degree with a major in civil engineering** or civil engineering technology**, may be substituted for a maximum of two years of the required (A) experience.*

III. A Graduate degree with a major in civil engineerlng** may be substituted for a maximum of three years of the required (A) experience and one year of the required (B) experience.*

**NOTE: The terms civil engineering and civil engineering technology include related engineering disciplines, such as construction, survey, hydraulics, design, transportation, structural, soils, sanitary,environmental, drafting, highway, architectural, mining, airport and materials.

*Education toward such a degree will be prorated on the basis of the proportion of the requirements actually completed.

NOTE: Educational substitutions will only be permitted for a maximum of one year of the required (B) experience. No substitutions will be permitted for the required (C) experience.

Special Requirements: Based on assignment, possession of a current and valid Massachusetts Motor Vehicle Operator's License may be required.

Salary placement is determined by a combination of factors, including the candidate's years of directly related experience and education, and alignment with our internal compensation structure as set forth by the Human Resources Division's Hiring Guidelines. For all bargaining unit positions (non-management), compensation is subject to the salary provisions outlined in the applicable collective bargaining agreement and will apply to placement within the appropriate salary range.
