Civil Engineer II $75,316.80
Performs responsible professional and technical work performing design, permitting construction of major infrastructure and reviewing plans for water, sewer, stormwater, floodplain, streets and subdivisions to ensure compliance with City codes and Uniform Construction Standards and performing engineering calculations and analysis.
Distinguishing Features of the Class
An employee in this class reviews plans/calculations for compliance with City codes and state laws and regulations related to water, sewer, subdivision, streets, and stormwater. Work includes performing design work, performing complex engineering calculations, preparing engineering reports, environmental impact statement, permit applications, construction plans, technical specifications, bid documents, contracts, etc. for capital projects, and assisting with a variety of other engineering-related tasks. The employee may manage or work with consultants to perform engineering design, testing, or construction inspection services. Work is performed under the general supervision of the City Engineer and is reviewed through observation, conferences and review of reports and documentation.
This is a generic specification for the Civil Engineer classification. Work performed by employees at different levels may be similar and will be distinguished only by the level of attainment in the career ladder in the Kinston Public Services career development program. This specification does not provide specific examples of all possible work that might be performed by this class. Specific duties may be found in the department's standard operating procedures.

Essential Functions
Applies raw data from surveying and operations design infrastructure needed to provide city utility services, transportation infrastructure and stormwater management; develops plan sheets and project manuals to be used for permits and construction bids.

Participates in the preparation and evaluation of RFQs and RFPs to solicit services from consulting engineers, inspectors, testing firms, etc. for work on condition assessments, infrastructure design and construction administration; organized review team; prepares scoring matrix and official selection.

Develops project copes for capital improvement projects; develops detailed scopes, cost estimates and descriptions; participates in condition assessment work for water, sewer, street and stormwater infrastructure; performs criticality ratings to prioritize projects.

Identifies and evaluates potential capital funding opportunities and ensures funding requirements are followed during bidding and construction.

Leads and/or supervises staff; assigns projects; reviews work, provides mentoring, training, performance coaching and review.

Prepares purchase orders, processes invoices for payment, prepares and reviews service agreements, etc.; may provide input into budget development.

Performs compliance reporting.

Evaluates impervious surfaces in plan review process; determines and evaluates mitigation plans.

Reviews development plans for compliance to City codes, uniform construction standards and NCDEQ regulations related to water, sewer, subdivision, streets, stormwater, floodplain and connectivity and serves as a member of the Technical Review Committee.

Reviews stormwater plans and engineering calculations to verify compliance with city's stormwater program. Administers all components of city stormwater program, including new development requirements, illicit discharge monitoring, public education, annual reporting, etc.

Reviews water/sewer plans and verifies calculations for NCDEQ compliance and prepares permit applications as applicable.

Assists with maintaining and updating the City's construction standards manual.

Reviews and approves bond estimates as required for improvements/BMP as necessary.

Backs up other staff as needed.

Knowledge, Skills, and Abilities

Thorough knowledge of City codes and ordinances and related construction standards.

Thorough knowledge and ability to make mathematical calculations as it relates to civil engineering projects.

Thorough knowledge of pertinent State and federal laws regarding transportation projects, stormwater rules, water, sewer and floodplain requirements.

Considerable knowledge of civil engineering design principles, practices and methods.

Knowledge of AutoCAD and GIS and the application of other information technology to the work.

Skill in teamwork, collaborative conflict resolution and customer service excellence.

Ability to interpret and apply federal, state and local policies and procedures, laws and regulations to the assigned work.

Ability and skill in the use of computers, peripheral equipment and related software

Ability to read and interpret engineering plans, blueprints and surveys.

Desirable Education and Experience

Graduation from an accredited college or university with a bachelor's degree in civil or environmental engineering or closely related field and some experience in professional engineering work or equivalent combination of education and experience. Ability to obtain licensure as a Professional Engineer is required.

Special Requirements

Possession of valid driver's license

Civil Engineer I candidates must possess or be able to obtain Engineering Intern registration within 12 months.

Civil Engineer II candidates must possess a valid North Carolina Professional Engineer license.
Physical Requirements
Must be able to physically perform the basic life operational support functions of climbing, balancing, stooping, kneeling, reaching, standing, walking, pulling, lifting, grasping, fingering, talking, and hearing.

Must be able to perform light work exerting up to 20 pounds of force occasionally, and/or up to 10 pounds of force frequently, and/or a negligible amount of force constantly to move objects.

Must possess the visual acuity to maintain records and reports, review maps and drawings, inspect work for quality of methods and materials, operate a computer terminal and use measuring devices.
