Position Information
The City of Turlock is accepting applications for the Civil Engineer, Associateposition. Under general direction of the City Engineer, this is a professional engineer classification responsible to perform complex engineering calculations and to review development maps and plans for compliance with State and Municipal Codes and specifications. This classification is assigned to the Miscellaneous Bargaining Unit for labor relations purposes and is subject to overtime, standby and call back assignments.
An eligibility list will be established from this recruitment that will be valid for six (6) months. All employees serve a one (1) year probationary period.
SUPERVISION RECEIVED AND EXERCISED

General supervision is provided by a higher level professional engineer. Technical or functional supervision may be received from the Senior Civil Engineer. Responsibilities may include functional supervision of subordinate paraprofessional positions.
DISTINGUISHING CHARACTERISTICS

This position performs complex and technical engineering work. Work involves the application of precise professional engineering knowledge and techniques. It is ordinarily performed under the general supervision of a professional engineer who makes general assignments and inspects work to ensure that it is conducted according to instructions and in conformity with accepted engineering standards.

Essential Functions
ESSENTIAL FUNCTIONS: - Duties may include, but are not limited to the following:
  • To design City Projects for streets, water, sewer and other public improvements.
  • Review and process improvement plans, development plans, parcel maps and subdivision maps and write conditions of approval.
  • Write specifications, prepare designs and calculate cost estimates for various engineering projects.
  • Enforce City codes and standards on engineering projects.
  • Perform design checks to ensure contractor compliance with City specifications.
  • Respond to citizen complaints concerning engineering problems.
  • Perform complex engineering calculations.
  • Perform field reviews and surveys of various engineering projects.
  • Attend Design Review and Planning Commission meetings.
  • May represent the department in participation in conferences and meeting with various boards and commissions and other agencies or departments in carrying out assigned duties.
  • Perform related duties as assigned.

Knowledge, Skills, and Abilities
Knowledge of:
  • Principles and practices of civil engineering and administration as applied to the design and construction of public works facilities, technical inspection services, design review and other areas.
  • Applicable laws, regulations and codes related to development and construction of public works.
  • Principles and practices of modern office management.
  • Principles and practices as applied to computer usage, including but not limited to Auto CAD, Spreadsheet programs and Word Processing programs.

Ability to:
  • Make complex engineering calculations to prepare engineering designs and specifications.
  • Review designs submitted by developers and others; identify deficiencies and corrective action.
  • Prepare plans and drawings neatly and accurately.
  • Make engineering design calculations; check, design and prepare engineering plans.
  • Deal effectively with engineers, developers, contractors, property owners and general public.

Experience and Education
Experience:

Four years of increasingly responsible professional municipal engineering experience or a B.S. Degree in Civil Engineering with two year of public works engineering experience.

Education:
Bachelor's Degree from an accredited college or university in Civil Engineering or four years of professional engineering experience in the Civil Engineering discipline.
LICENSE OR CERTIFICATE
  • Possession of a Certificate of Registration as a Professional Civil Engineer in the State of California. If licensed in another state, must be able to obtain California certification as a Professional Civil Engineer within 6 months of appointment. Professional license must be maintained as a condition of employment.
  • Possession of a valid and appropriate California driver's license at the time of appointment, to be maintained as a condition of employment.

PHYSICAL REQUIREMENTS

Maintain the following physical abilities: See well enough to operate vehicles and survey equipment, read instructions and follow directions; hear well enough to distinguish mechanical noises, to converse on the radio, telephone and in person; bodily mobility to operate survey equipment; use hands and fingers for writing, typing, drafting, and other computer related functions; and be able to lift equipment as necessary.

In the event that a large number of applicants possess the minimum qualifications, applicants who appear to be the most qualified based on their breadth and recency of experience will be invited to compete in the testing process.

4. Candidates invited to compete in the testing process may be required to take a written examination, which will be based on a pass/fail basis. If a written examination is conducted and a large number of candidates receive a passing score, the City reserves the right to invite a percentage of the top scoring candidates to compete in the next phase of the testing process, the oral examination. The oral examination is tentatively scheduled the week of September 1, 2025.

5. Candidates who are invited to participate in the oral examination and receive a score of 70% or more will be placed on an eligibility list. Ranking on the eligibility list will be based solely on the results from the oral exam.

6. Completion of a practical exercise may be conducted in order to further evaluate skills relating to essential job functions.

7. Top candidates on the eligibility list will be referred to the Municipal Services Director for final appointment consideration.

8. Final appointment will be contingent upon passing the following: reference review, medical examination which includes a drug/alcohol screening, hearing exam and vision exam.

VETERAN'S PREFERENCE SYSTEM

The City of Turlock has adopted a veteran's preference system (effective January 1, 2002). The percentage score achieved through an entrance (non-promotional) examination which ranks applicants on an eligibility list shall be adjusted to provide: (a) one (1) percentage point added to the final test score for each six (6) months of active service during a time of armed conflict, up to a maximum of five (5) points, and (b) five (5) percentage points added to the final test score for veterans who are disabled as a result of active military service during a time of armed conflict, regardless of length of service. BENEFITS

Benefits for full-time positions include:

Employees covered by this agreement participate in the public employees Retirement Systems (PERS) 2.7% at 55 for full and modified formula for all active local miscellaneous members only. The City pays the employee's 8% PERS contribution as well as the Employer's contribution.

During the term of this MOU, the employee will pay the employee's 8% PERS contribution.

In addition from November 1, 2012 through October 31, 2013, the employee will pay 1% of the Employers PERS contribution designated as normal cost (NC) and attributable to the amendment to the PERS contract dated January 1, 2008 on the attached valuation dated April 6, 2011. (See Attachment B). The total 9% PERS contribution shall be deducted as a pretax employee pension expense.

1. Retirement benefits will be based on the highest one-year of service. Conversion of sick leave accrual towards service credit will be allowed in lieu of sick leave cash out provisions.

2. The PERS 1959 Survivor Benefit is covered at level three (3).

3. The City agrees to amend the contract with CalPERS to provide the employee option to purchase Military Service Credits.

4. New employees, as defined by AB 340, hired on or after January 1, 2013, will participate in the Public Employee Retirement System (PERS) 2% at 62 defined benefit formula. New employees shall have an initial contribution rate of at least fifty percent (50%) of the total normal cost rate for the defined benefit plan or the current contribution rate of similarly situated employees, which is currently a 9% PERS contribution, whichever is greater. All employees shall be subject to the mandatory provisions of AB 340.
