Description
Under the direction of the Chief Innovation Officer, the Civic Media Manager leads all aspects of civic media operations, including the production of all official Town and public meetings, , escalated audio-visual (AV) support, and the design, procurement, and maintenance of AV systems. This role also oversees the development and ongoing management of the Innovation Lab, ensuring it serves as a hub for community engagement, media education, and creative content production. The Civic Media Manager is responsible for advancing Educational and Government (EG) programming that reflects community values and supports transparency, accessibility, and learning.

Responsibilities

Strategy & Planning
  • Develop and implement long-term strategies for civic media operations, including EG channel programming and AV infrastructure upgrades.
  • Establish standards and best practices for media production, AV support, and system maintenance.
  • Lead the vision and development of a modern, user-friendly civic media website that streamlines access to live and archived content for residents.
  • Design and implement an innovative backend system that supports scalable content delivery, interactive features, and integration with emerging technologies.
  • Create a vision and roadmap for the Innovation Lab, aligning its capabilities with community needs and educational goals.
  • Analyze performance metrics and community feedback to improve programming and technical services.
  • Develop & implement training strategies for AV systems across town & school buildings in conjunction with Experience Architect.
  • Participate in negotiations for any cable franchise agreements being entered into by the Town.
Acquisition & Deployment
  • Lead the design and procurement of AV systems and broadcast equipment to support Town and School needs.
  • Research and recommend new technologies for media production, streaming, and accessibility.
  • Oversee vendor relationships and manage contracts for AV equipment and services.
  • Source and implement tools for AI-assisted meeting documentation and chaptering of recorded content.
Operational Management
  • Direct the production of Annual Town Meeting and other official Town meetings, ensuring compliance with legal and accessibility requirements.
  • Oversee the broadcast and recording of public meetings, ensuring technical quality and compliance with legal requirements.
  • Provide escalated AV support for complex technical issues across Town and School facilities.
  • Maintain detailed logs of AV system maintenance, repairs, and upgrades.
  • Supervise installation, configuration, and testing of AV systems and broadcast platforms.
  • Ensure timely updates and preventive maintenance for all AV and media systems.
  • Manage scheduling and resource allocation for media production and AV support.
  • Oversee the day-to-day operations of the Innovation Lab, including equipment upkeep, user training, and program development.
  • Manage and provide direction for Civic Media Internship Program, including hiring, program design, task management, and site assignments.
  • Develop and maintain educational programming for EG channels, including partnerships with schools for student-produced content.
  • Expand programming opportunities by engaging Town & School departments, boards, committees, and commissions.
  • Communicate technical issues and resolutions to stakeholders, including management and department heads.
  • Ensure all EG content meets accessibility standards and organizational guidelines.

Qualifications

Formal Education & Certification
  • Bachelor's degree in media production, communications, information technology, or a related field, and 5+ years of experience in broadcast/media management or AV systems administration; or any equivalent combination of education and experience.
  • Certifications in AV system design, broadcast technology, or project management preferred.
Knowledge & Experience
  • Extensive experience with AV system design, procurement, and maintenance.
  • Proven ability to manage large-scale media productions, including live broadcasts of public meetings.
  • Familiarity with EG channel operations, streaming platforms, and video editing software.
  • Strong understanding of regulatory and accessibility requirements for public meeting broadcasts.
  • Experience with maintenance tracking systems and documentation.
  • Knowledge of emerging trends in civic media, AV technology, and educational programming.
