Full Job Description
Chief Systems Engineer - Level 3*CSE L3*This labor category covers a range of capabilities. The key personnel category needs to ensure continued support of current Naval Center for Spacecraft Technology (NCST) programs.
• Extensive experience in the development, maintenance, and operations of real time space, ground, test, avionics, telecommunication (terrestrial and space), and encryption/decryption hardware and software systems.
• Experience with system architecture and design of real-time data acquisition systems for complex spacecraft operations and support, simultaneous multiple spacecraft processing, flight system bus development, and other spacecraft related processing requirements such as integration and test and communication support systems.
• Experience with the design, development and maintenance of complex network infrastructures including emphasis on data security, information assurance, and cryptographic devices.
• Relevant experience with aspects of section 2 of the S.O.W. for this effort as it relates to the design and maintenance of that section with particular attention to sections, 2.1, 2.2 and 2.3.
• Shall analyze user's requirements, concept of operations documents, and high level system architectures to develop system requirements and specifications.
• Shall analyze system requirements and leads design and development activities.
• Shall guide users in formulating requirements, advises alternate approaches, and conducts feasibility studies.
• Shall provide technical leadership for the integration of requirements, design, and technology.
• Shall incorporate new plans, designs and systems into ongoing operations.
• Shall develop system architecture and system design documentation.
• Shall guide system development and implementation planning through assessment or preparation of system engineering management plans and system integration and test plans.
• Shall interact with the Government regarding Systems Engineering technical considerations and for associated problems, issues, or conflicts.
• Shall provide the technical integrity of work performed and deliverables associated with the Systems Engineering area of responsibility.
• Shall design hardware and software interfaces including human-machine interfaces that connect and inter-operate correctly and are able to accept new features.
