Overview

E2 Consulting Engineers is seeking an experienced Chief Inspector to lead inspection teams supporting Nicor Gas natural gas pipeline construction and integrity projects across Illinois. The Chief Inspector serves as the primary point of contact between the inspection team and Nicor Gas, with overall responsibility for the quality, safety, and compliance of all inspection services on assigned projects.

Responsibilities Leadership & Team Management
  • Maintain overall responsibility for the delivery of inspection services and day-to-day management of Inspectors on each project.
  • Serve as the primary point of contact with Nicor Gas personnel and maintain direct communication regarding project status, issues, and resource needs.
  • Allocate inspection resources to daily tasks and proactively notify the Company of any resource deficiencies.
  • Coordinate inspection efforts across multiple contractors and disciplines to ensure efficient project execution.
Quality Assurance & Documentation Oversight
  • Ensure 100% of all Inspector reports and inspection forms are legible, complete, and thorough.
  • Maintain a comprehensive issue log for all safety, quality, compliance, RFI, early warning, and change request items. Ensure timely resolution and proper documentation of corrective actions.
  • Review the issue log with the Company on a weekly basis.
  • Verify that all required forms are complete and properly transmitted to the Company or loaded into the web-based project management system.
  • Ensure all construction work is performed in accordance with Company drawings, plans, specifications, and contract documents.
Pre-Commissioning & Material Management
  • Prepare complete pre-commissioning packets for Company approval prior to placing gas on the pipeline. Packets include test charts, cleaning/drying records, material reconciliations, specifications, purchase orders, MTRs, and as-builts.
  • Visually inspect all Company-supplied materials for damage prior to unloading.
  • Verify quantities against packing slips and maintain accurate records of packing slips and Material Test Records (MTRs).
  • Report any material deficiencies to the Company and ensure no material is unloaded without proper documentation.

 

Qualifications
  • Minimum of 5 years coordinating and inspecting construction projects for natural gas transmission or distribution pipelines.
  • Proven experience coordinating multiple contractors and inspectors across disciplines.
  • Strong ability to read, interpret, and implement the Company’s Operations Procedure Manual (OPM).
  • Proficient in Microsoft Word and Excel.
  • Ability to read construction drawings, alignment sheets, and valve maps and translate them to actual field constructability.
  • Required Operator Qualifications (OQ) per contract documents.
  • Excellent leadership, organizational, and communication skills with the ability to manage field teams effectively.
Preferred Qualifications
  • Project experience with urban natural gas pipeline construction.
  • Experience interpreting digital/film radiography of welds and pipe.
  • Familiarity with DOT 192, FERC, and OSHA regulations.
  • AWS/CWI or CPWI Welding Certification.
  • ASNT-SNT-TC-1A Magnetic Particle Testing (MT) – Level 1.
  • ASNT-SNT-TC-1A Liquid Penetrant (PT) – Level 1.
  • OSHA Competent Person or OSHA 30 certification.
  • AMPP CIP Level 1 (Course Completion).

This position willl pay $51 an hour depending on Experience.
