Chief Finance Officer (CFO)

Job Description

Job Title: Chief Finance Officer (CFO) Salary Range: $80,000 - $90,000
Reports To: Superintendent Terms of Employment: 12 months
Wage/Hour Status: Exempt

Qualifications:

Baccalaureate degree from an accredited four-year college or university with a
concentration in accounting, finance or business administration and three years of
professional experience in business related field; and supervisory experience.

Quality for certification as a School Business Administrator according to policy of
the North Carolina State Board of Education.

Qualify for a performance bond.

Preferred Qualifications:

Master's Degree in accounting, business administration, or finance with a CPA
(Certified Public Accountant).

School finance experience or experience in a government setting preferred.
Performance Responsibilities:

Assumes responsibility for the receipt and expenditure of schoolsystems funds.

Assist the superintendent in preparing and implementing the school budget.

Provide effective leadership in developing comprehensive program plans and
implementing and evaluatingthe planned programs.

Assist/prepares budgets, coordinates with other departments or agencies to assure
maximum services, maintains/records/reports/inventories in accordance with
local/statefederal policies.

Assist in selection and placement of personnel, delegates and supervises staff
responsibilities and assists inevaluating staff.

Share information about programs with various publics,serves as a liaison between
the school system and other agencies and assist in the development of in-service staff
development.

Provides monthly accounting for all income and expenditures.

Prepares and analyzes all financial statements.

Attends Board and Committee meetings and prepares such reports for the Board as
the Superintendent directs.

Collaborates with and maintains liaison with key stakeholders (businesses,
colleges, professional, civic, volunteer and other community agencies and

groups) having an interest in all schools.

Reconciles all bank accounts maintained by the board.

Maintains a continuous internal auditing program for all funds.

Prepares reports to the proper staff officials concerning the status of their budgetary
accounts to guard against the overspending of any budgeted account.

Maintain general, revenue, and appropriations ledgers on an encumbrance basis.

Approves all vouchers authorizing the expenditures of monies.

Submit claims for refunds on sales and fuel taxes. Recommends new accounting
methods as desirable and necessary.

Assumes responsibility for insurance records and insurance accounting.

Supervise day-to-day operation of the business department.

Coordinates and processes transfers of budgeted funds as requested by program
directors.

Assist the superintendent in the projection of revenue and expenditures, preparation
of prospectus for bond sales, management of short-term investment portfolio, and the
like.

Develop personal and professional growth by participating in professional
associations, attending educational conferences, and reading selected
professional publications.

Demonstrates a high level of independent, ethical, and professional conduct.

Accept responsibility for satisfactory and timely completion of assignments.

Perform other duties as assigned.
