Job Description

General Functions
Supervises engineering inspectors to ensure compliance with approved plans and specifications, and performs construction administration on projects.

Work requires independent judgment and is performed under the general supervision of the Chief Engineer. Performance is reviewed through observations, conferences, reports and results achieved.

Representative Duties/Assignments
  • Supervises staff of engineering inspectors and or contractors, completes performance evaluations and coordinates and schedules inspector training.
  • Acts as liaison between contractor, County and consulting engineers throughout the construction process.
  • Responds to Board of County Commissioners and citizens inquiries.
  • Assists contractors in the interpretation of construction drawings and specifications, and clarifications from the Chief Engineer and/or consulting engineers, when necessary.
  • Assists with final inspections necessary for the issuance of the Certificate of Completion and the Year End inspections necessary for the issuance of the Acceptance for Maintenance by Orange County.
  • Performs construction administration to include: reviewing plans and specifications before bidding or construction, holding pre-construction conferences, and progress meetings.
  • Communicates with the general public by discussing, explaining and interpreting engineering standards and codes.
  • Settles disputes, claims and negotiates closeout of projects.
  • Issues directives to the contractor and or project representative.
  • Participates in department budget preparation and plans for future manpower and equipment needs.
  • Processes pay requests and change orders, reviews shop drawings, and monitors post design services contracts.
  • Reviews and negotiates proposals and coordinates with permitting agency.
  • Organizes and oversees the day to day inspections of all construction projects including right-of-way, underground utilities, excavation and fill, mass grading, commercial and residential subdivisions.
  • Performs other related duties as assigned.
  • Minimum Qualifications
    High School graduate or equivalent and seven years of civil engineering experience in construction and/or inspection to include two years of supervisory experience; or equivalent combination of relevant post-secondary education from an accredited institution and experience.

    Must have satisfactorily completed the Contractor Underground Utility Examination for inspectors.

    Must complete the following certifications within six months of hire or promotion:
    • Maintenance of Traffic (MOT) intermediate level certification.
    • Florida Department of Environmental Protection (FDEP) Stormwater, Erosion and Sedimentation Control course completion.
    • Occupational Safety and Health Administration (OSHA) 10 hour General Safety and Health Training.
    • Must possess and maintain a valid Florida Driver License by date of hire or promotion.
  • Preferences
  • Hold pre-construction meetings with Contractor, Senior Inspector, Administration and Engineering staff.
  • Assist in-house inspection staff with resolution of construction issues on projects, as needed.
  • Assist Senior Inspectors with development and implementation of standardized practices and documentation for the group.
  • Must have the ability to communicate with the general public while discussing, explaining and interpreting standards and codes.
  • Working knowledge of Microsoft Word, Excel & Outlook.
