Summary

The Chief Data and Artificial Intelligence Officer (CDAIO) is a key member of the DOT's Office of the Chief Information Officer (OCIO) leadership team, responsible for leading the development and implementation of the Department's data, analytics, and artificial intelligence (AI) strategies. This includes overseeing the planning, management, and execution of data, analytics, and AI programs across the Department, ensuring alignment with DOT's mission, goals, and objectives.

The Chief Data and Artifical Intellignece Officer works closely with senior leaders, program managers, and stakeholders to identify, prioritize, and manage data, analytics, and AI initiatives that support the Department's strategic objectives.

As the Chief Data and Artificial Intelligence Officer, you will:

Data Strategy: Develop and implement a comprehensive data strategy that aligns with the Department's mission, goals, and objectives.

Analytics: Oversee the development and implementation of analytics programs to support data-driven decision making across the Department.

Artificial Intelligence: Lead the development and execution of the Department's AI strategy and governance frameworks to ensure responsible innovation. This includes building AI products, managing the AI Use Case Inventory, and overseeing the implementation of capabilities like machine learning, natural language processing, and computer vision at scale.

Data Governance: Oversee the development and implementation of data governance policies, procedures, and standards to ensure the quality, integrity, and security of DOT's data assets.

Data Management: Develop and implement data management strategies to support the collection, storage, and analysis of data across the Department.

Innovation: Identify and evaluate emerging technologies and trends in data, analytics, and AI, and develop strategies to leverage these technologies to support the Department's mission and goals.

Collaboration: Collaborate with other federal agencies, industry partners, and stakeholders to share best practices, intelligence, and resources to enhance DOT's data, analytics, and AI capabilities.

Budget and Resource Management: Oversee the development and management of the data, analytics, and AI budget and resource allocation to ensure that programs are properly funded and resourced.

TECHNICAL QUALIFICATIONS (TQs): Your resume should demonstrate accomplishments that would satisfy the technical qualifications.

TQ 1. Demonstrated ability to lead the design, development, and delivery of enterprise-grade AI strategies and products. This includes defining vision, establishing technical direction and overseeing the implementation of machine learning, natural language processing, and agentic AI capabilities at scale to enable the Department's safety mission and strategic goals.

TQ 2.Demonstrated technical expertise in designing, implementing, or overseeing modern data architectures and AI/ML solutions, including data platforms, pipelines, and model lifecycle management.

EXECUTIVE CORE QUALIFICATIONS (ECQs): In addition to the Technical Qualification Requirements listed above, all new entrants into the Senior Executive Service (SES) under a career appointment will be assessed for executive competency against the following five mandatory ECQs. If your 2-page resume does not reflect demonstrated evidence of the ECQs and TQs, you may not receive further consideration for the position.

There are five ECQs:

  • ECQ 3: Merit and Competence - This core qualification involves the demonstrated knowledge, ability and technical competence to effectively and reliably produce work that is of exceptional quality.


  • ECQ 4: Leading People - This core qualification involves the demonstrated ability to lead and inspire a group toward meeting the organization's vision, mission, and goals, and to drive a high-performance, high-accountability culture. This includes, when necessary, the ability to lead people through change and to hold individuals accountable.


  • ECQ 5: Achieving Results - This core qualification involves the demonstrated ability to achieve both individual and organizational results, and to align results to stated goals from superiors.


Note: If you are a member of the SES or have been certified through successful participation in an OPM approved SES Candidate Development Program (SESCDP), or have SES reinstatement eligibility, you do not need to respond to the ECQs. Instead, you should attach proof (e.g., SF-50, Certification by OPM's SES Qualifications Review Board (QRB)) of your eligibility for noncompetitive appointment to the SES.

Mobility: Organizational and geographical mobility is essential in developing and managing SES leaders.
