The Work You Will Do:
Transportation Data Scientist / Transportation Data and Analytics
This role advances the mission of FDOT's Transportation Technology by supporting and enhancing key transportation data asset inventory systems, products, and applications. The position applies data science and geospatial techniques to develop high-quality digital roadway and asset datasets, maintain and modernize the Roadway Characteristics Inventory (RCI) system and components, and ensure strong data governance across platforms and data users. The general responsibilities include coordinating system and data changes, analyzing transportation datasets, collaborating and training users and business stakeholders, supporting application functionality, and guiding enterprise data integration and ETL activities.

Your Specific Responsibilities:
Transportation Data Science
This role supports the data systems under the TDA office meet its mission to provide official information and transportation statistics for users who may be internal and external to the Department. Perform duties as a transportation data scientist by working with transportation data to develop data relationships that provide ready-to-use, geospatial, high quality digital products of transportation roadway networks and asset inventories. Perform data science techniques that support the integration of Roadway Characteristic Inventory (RCI) data with Geographic Information System (GIS) Linear Referencing System data to represent asset data on maps, diagrams, datasets, or databases. Maintain the RCI database model, domains, codes, and processes in documentation and the RCI handbook to ensure the model supports the Departments business requirements. Perform business change management processes by coordinating, informing and assisting stakeholders, downstream users, and business application teams to be ready for system changes. Advocate for change and engage stakeholders of data improvement information by collecting business requirements, analyzing benefits and impacts, presenting information, and collaborating on ideas and strategies. Support the FDOT's ecosystem and enforce data governance by establishing data integrity rules, reducing data redundancy, reducing user friction and ensuring data is accurate, consistent and distributed timely between applications and databases. Migrate data from source tables using extract, transfer, and load activities of transportation datasets to support data requests, support data integration, and perform data management improvements. Lead RCI modernization project initiatives to improve the quality of RCI data for geospatial asset data management standards. Maintain data project information, schedules, documentation, and necessary information as directed by the Supervisor.
Functional Application Coordination
Perform functional application coordination duties of the RCI program including the RCI web application and other TDA applications to sustain the operational data system. Perform software development life cycle best practices and standards to ensure RCI web application functionality and access. Lead and support users with application access, provide hands-on training, and maintain documentation of applications. Perform data cycle management activities per Department IT standards including data maintenance activities, system testing, resource planning, review of database architecture, data dictionary documentation, performing TDA office handbook updates, and coordination with users and stakeholders. Identify, develop, coordinate, and implement data applications, hotfixes, or improvements. Coordinate with development teams and consultants to implement updates and data systems. Provide system performance reports, updates, and issues to management. Support other Department data and technology projects as a subject matter expert.
Data Analysis
As a subject matter expert, query, analyze, and provide transportation provided by the office and develop information, datasets, statistics, maps, and dashboards for internal and external requests. Analyze data for quality purposes to improve the accuracy and timeliness of data for public consumption and official reporting transportation information. Support the MyFloridaLRS and RCI reconciliation package coordination process with analysis and review of submitted data. Analyze TDA data provisioned into Enterprise GIS services, data warehouses, datasets, or other business systems and applications. Analyze, develop, and quality control statewide transportation mileage and travel extent statistics for validity and official reports. Perform data validation activities of asset data location and measurements by performing field visits and coordinating with field teams and Districts. Support the Transportation Data Quality Management Team with review and validation of data and processes.
The Successful Candidate will have the following required Knowledge, Skills, and Abilities:
Knowledge of:
Knowledge of data science principles. Knowledge automated data processing methods. Knowledge of digital 2D and 3D data visualization methods. Knowledge of transportation data related to transportation engineering and transportation planning. Knowledge of transportation asset data collection methods, techniques, and practices for traffic counts, roadway inventory, road condition and performance, linear referencing systems, and Global Positioning System (GPS) field collection. Knowledge of transportation statistics. Knowledge of database table relationships. Knowledge of big dataset management techniques. Knowledge of mainframe systems.
Skills in:
Skill in analyzing transportation roadway network data by using aerial imagery, GIS data, geospatial data, maps, visual diagrams and construction plans. Skill in the use of ArcGIS applications and GIS data collection tools. Skill in the analysis of transportation data in tables, spreadsheets, and comma delimited files. Skill in using data visualization dashboards including PowerBI. Skill in utilizing programming languages held in relational database management systems (RDBMS). Skill in developing Structured Query Language (SQL) data queries. Skill in data modeling and schema design. Skill in using Microsoft Office Applications including Excel, PowerPoint, Access, and Word. Skill in documenting work in a concise, understandable, timely, and accurate manner. Skill in analyzing data qualitatively and quantitatively.

Minimum Qualifications:
Seven years of work experience performing data science, data analysis, and data statistics is required for the position. Post-Secondary education may be substituted on a year-for-year basis for the required experience.
