Summary

This position is part of the U.S. International Development Finance Corporation (DFC), Office of Performance & Innovation (OPI). The Chief Data & Analytics Officer (CDAO) serves as DFC's senior official for enterprise data governance, data strategy, analytics, and data management. The CDAO establishes the vision, policies, standards, and operating model necessary to ensure that DFC data are accessible, reliable, secure, inter-operable, and used responsibly.

Duties

Help

  • Leads DFC's enterprise data strategy and governance program. Defines, implements, and maintains the agency's data governance framework, policies, standards, operating procedures, stewardship roles, and performance measures. Establishes clear accountability for data assets across the organization.
  • In coordination with the Office of Information Technology, establishes enterprise data architecture principles, data standards, metadata practices, interoperability requirements, and data integration priorities to enable the modernization and effective management of DFC's data environment.
  • Oversees data quality and data lifecycle management and provides guidance on data accessibility. Develops approaches to assess, improve, and monitor data quality, completeness, timeliness, consistency, and fitness for use.
  • Advances analytics, business intelligence, and evidence-based decision-making. Identifies high-value data and analytic opportunities; enables the responsible use of data, analytics, visualization, automation, and, as applicable, artificial intelligence capabilities to support investment decisions, portfolio management, risk management, financial management, reporting, and operational priorities.
  • Represents DFC in interagency, international, and stakeholder forums addressing data management, analytics, data standards, evidence, and related topics. Builds partnerships and advances DFC interests in government-wide data initiatives.
  • Provides executive leadership and supervisory oversight for the Data & Analytics team. Establishes organizational priorities; manages staff and resources; recruits, develops, mentors, and evaluates employees; and fosters an inclusive, collaborative, customer-focused, and high-performing workforce.

Qualifications

Applicants must meet all eligibility and qualification requirements no later than the closing date of this announcement.

You may qualify at the GS-15 level, if you fulfill the following qualification requirements:

One year of specialized experience equivalent to the GS-14 grade level in the Federal service that demonstrates your ability to:

1) Manage or support the planning, implementation, and/or operation of an enterprise data governance and/or data management program, which may include development of data strategy, policies, standards, definitions, processes, roles, and/or controls that improve data quality, accessibility, security, and appropriate use, and that establish the foundational data ecosystems required to support advanced analytics and AI;

2) Lead enterprise data and analytics initiatives that turn data into decisions and outcomes, such as providing guidance and oversight over the development and rollout of data infrastructure such as a data lake or data warehouse; applying advanced analytics, modeling, AI, and/or automation to improve routine processes and inform decision-making; and preparing and provisioning quality data to support dashboards, KPIs, and performance reporting used by senior leadership and program teams;

3) Cultivate a data-driven culture and foster collaborative relationships across cross-functional stakeholders, who may include business/program offices, information technology staff, data owners/users, and senior leadership; and

4) Lead, supervise, or manage staff, teams, contractors, or cross-functional working groups responsible for data, analytics, information management, and related functions.
