Role Summary
Leads the people and process side of a multi-year platform modernization. Designs and executes the organizational change strategy that carries internal staff, external stakeholders, and the public from legacy applications to modernized digital services with minimal disruption and measurable adoption.
Key Responsibilities
• Develop and execute an organizational change management (OCM) strategy and roadmap aligned to the release plan.
• Conduct stakeholder analysis, change impact assessments, and readiness assessments for each modernization increment.
• Design and deliver communications plans, training curricula, job aids, quick-reference guides, and demonstration sessions.
• Lead knowledge transfer to federal staff and incoming support teams, including documentation, walkthroughs, and code/architecture handoff sessions.
• Define and track adoption metrics, resistance indicators, and post-deployment feedback loops; adjust the plan on evidence.
• Coordinate release communications with content, service desk, and operations so external users are informed ahead of user-facing change.
• Support release/change advisory processes and ensure change records, approvals, and configuration baselines are complete and audit-ready.
• Advise leadership on sequencing and risk where organizational readiness constrains technical delivery.
• Align organizational change activities with DOL Agile/SAFe sprint and monthly release cadence, ServiceNow change processes, transition-in/out activities, and Government communications protocols.
• Maintain training, adoption, communications, and knowledge-transfer artifacts in Government-approved repositories and ensure deliverables meet Section 508 requirements.
Required Skills & Experience
• 10+ years in organizational change management, with significant experience on enterprise IT modernization or platform migration programs.
• Demonstrated command of a formal OCM methodology (Prosci/ADKAR, Kotter, or equivalent).
• Experience building and delivering training and communications for both internal staff and public-facing user populations.
• Ability to operate inside Agile/SAFe release cadences and align change activity to sprint and release increments.
• Strong executive communication - able to brief senior government stakeholders and translate technical change into business impact.
• Experience with ITSM change/release processes (ServiceNow or equivalent).
• Experience planning transition-in/transition-out, knowledge transfer, and operational readiness for multi-year federal IT programs.
• Working knowledge of accessibility requirements for training, communications, and other ICT deliverables.
Preferred Qualifications
• Prosci Change Management Certification.
• Federal government program experience.
• Background supporting legacy-to-cloud or legacy-to-CMS transitions.
• Experience introducing AI-enabled capabilities and managing associated workforce adoption concerns.
Education
Bachelor's degree in Business, Organizational Development, Communications, or a related field; Master's preferred.
