Location: This is a hybrid (virtual/onsite) position with required onsite days on Monday, Tuesday and Thursday and may be assigned to any Consumers Energy Service Center located throughout Michigan's lower Peninsula. The selected candidate must be within a commutable distance or willing to relocate (relocation package is available for those that qualify).

General Summary of Job Responsibilities

The CDL Compliance Program Manager is responsible for defining the long-term vision, strategy, governance, and continuous evolution of the enterprise Commercial Driver's License (CDL) compliance program. This role designs, implements, and oversees compliance for a large population of CDL holders, maintaining audit-ready programs, systems, and documentation. The position monitors regulatory requirements, manages compliance risks, and supports continuous improvement of compliance processes. As the accountable subject matter expert (SME), the position advises and influences leaders and stakeholders across Operations, Safety, HR, Legal, and other functions on compliance strategy, regulatory risk, and best practices. The role monitors regulatory developments, assesses business impact, and leads enterprise-wide initiatives to maintain compliance with Michigan Secretary of State (SOS) and Federal Motor Carrier Safety Administration (FMCSA) requirements. The Compliance Program Manager is accountable for ensuring a scalable, technology-enabled compliance infrastructure that promotes consistency, mitigates risk, and supports operational excellence.

Essential Duties and Responsibilities

• Lead the communication, training, and accountability framework for license holders, advising and influencing leaders and stakeholders across the organization to drive consistent understanding, adoption, and execution of compliance standards. Establish and deliver ongoing training programs, reinforce adherence to standardized processes, and cultivate a strong culture of ownership, responsibility, and compliance across all levels.
• Accountable for Driver Qualification & Record Management, establishing the standards and oversight processes to ensure accurate tracking and maintenance of CDL licenses, driver qualification files, medical certifications, endorsements, restrictions, and motor vehicle records. Maintain complete, compliant and audit-ready documentation.
• Define the long-term vision and strategy for the CDL program. Lead and continuously improve the organization's CDL compliance program, including policies, procedures, controls, and performance measures. Establish governance and monitoring systems to ensure compliance outcomes and implement improvements to reduce associated financial and regulatory risk and maintain compliance.
• Manage Compliance Systems and Reporting. Establish and optimize compliance systems, reporting tools, and vendor relationships to support effective monitoring and recordkeeping. Develop reports and dashboards that provide visibility into compliance performance, risks, and trends.
• Maintain audit readiness and proactive compliance. Monitor and interpret changes in FMCSA, DOT, Michigan SOS and related regulations. Translate regulatory updates into actionable policies, procedures, and operational standards and advise leadership on regulatory requirements, risk and business impact. Lead audit preparation activities, support regulatory reviews, and address compliance findings.
• Design, implement, and maintain the governance framework for the enterprise CDL compliance program, establishing policies, standards, oversight processes, and escalation protocols for non-compliance and high-risk scenarios. Serve as the accountable authority for program governance, ensuring effective risk management for the enterprise. Partner with Operations, Safety, HR, Legal, and business leaders to address compliance issues and support driver qualification requirements.

Knowledge/Skills/Abilities

• Advanced expertise in Michigan CDL laws and FMCSA regulations (49 CFR Parts 383 & 391)
• Strong analytical, risk management, and problem-solving skills
• Proficiency in compliance technologies and data analytics tools
• Demonstrated ability to lead enterprise-level compliance programs
• Experience implementing compliance systems, controls, and automation
• Ability to influence leadership and drive cross-functional accountability
• Demonstrated ability to lead continuous improvement and utilize Lean methods and tools.

Education/Experience

• Bachelor's degree and 7+ years of experience managing compliance programs
• [OR] Associate's degree and 9+ years of experience managing compliance programs
• [OR] High School diploma and 11+ years of experience managing compliance programs
