Position Description:

CGI is seeking a strategic and results-oriented Capture Manager - DOT & K-12 to support growth of our ERP solutions across the State, Local, and Education (SLED) market.
The Capture Manager will lead complex new-business pursuits, with a particular focus on Departments of Transportation (DOT) and K-12 organizations, from early opportunity qualification and pre-RFP positioning through proposal, oral presentations, negotiations, and contract award. Serving as the strategic "quarterback" of assigned pursuits, this role will coordinate business development, solution engineering, delivery, proposal, pricing, partners, and executive leadership to develop and execute winning capture strategies.

Location & Work Model : Fairfax, VA | Dallas/Belton, TX | Denver, CO | Knoxville, TN | Lafayette, LA | Henderson, NV. Hybrid role with an expectation of 2-3 days per week onsite at an identified CGI office. Travel may be required based on pursuit and client needs.

Your future duties and responsibilities:
• Lead strategic DOT and K-12 ERP pursuits from early qualification and pre-RFP positioning through contract award.
• Develop and execute comprehensive capture plans and win strategies, including win themes, competitive positioning, differentiators, teaming strategies, and pursuit milestones.
• Understand client priorities, business challenges, procurement strategies, funding, technology environments, and modernization objectives.
• Conduct client, market, and competitive intelligence to assess opportunities, competitors, incumbents, partners, and CGI's competitive position.
• Develop stakeholder strategies and identify key client decision-makers, influencers, and evaluators.
• Lead cross-functional pursuit teams across business development, solution engineering, ERP SMEs, delivery, proposal, pricing, contracts, partners, and executive leadership.
• Facilitate capture strategy sessions, solution reviews, and go/no-go and executive pursuit reviews.
• Translate client and competitive intelligence into compelling win themes, value propositions, and solution positioning.
• Partner with solution and pricing teams to develop competitive, deliverable solutions aligned with client requirements.
• Coordinate with proposal teams to ensure capture strategies are effectively reflected in RFP responses, executive summaries, and solution narratives.
• Lead preparation for oral presentations, solution demonstrations, executive meetings, and competitive evaluations.
• Support proposal clarifications, negotiations, best and final offers, and revisions through contract award.
• Maintain capture plans, schedules, risks, competitive intelligence, and executive reporting throughout the pursuit lifecycle.

Required qualifications to be successful in this role:
• 7-10+ years of experience in capture management, business development, proposal management, enterprise technology, or consulting.
• Demonstrated experience leading complex public sector pursuits, preferably within State, Local, and/or Education (SLED).
• Experience supporting DOT, K-12/Education, or State and Local Government pursuits is highly desirable.
• Experience with ERP, SaaS, enterprise applications, cloud modernization, systems integration, managed services, or digital transformation solutions.
• Knowledge of ERP platforms such as CGI Advantage, Oracle, SAP, Workday, PeopleSoft, or comparable enterprise solutions is desirable.
• Strong understanding of government procurement processes, including RFIs, RFPs, evaluation criteria, negotiations, and contract awards.
• Experience developing capture plans, win strategies, competitive assessments, stakeholder strategies, and win themes.
• Experience coordinating cross-functional pursuit teams and working with senior leadership.
• Strong proposal development, writing, presentation, analytical, and project management skills.
• Ability to translate complex client and technical requirements into clear and compelling pursuit strategies.
• Strong communication and executive engagement skills with the ability to manage multiple complex pursuits and deadlines.
• Bachelor's degree in Business, Information Technology, Public Administration, or a related field; MBA or advanced degree preferred.

The determination of this range includes various factors not limited to skill set, level, experience, relevant training, and licensure and certifications. To support the ability to reward for merit-based performance, CGI typically does not hire individuals at or near the top of the range for their role. Compensation decisions are dependent on the facts and circumstances of each case. A reasonable estimate of the current range for this role in the U.S. is $79,300.00 - $169,700.00.
