Summary
This position is open to current KING COUNTY EMPLOYEES ONLY.
This position is a critical connection between the budget and portfolio functions for Wastewater Treatment Division's (WTD's) large capital program. The right candidate will have the opportunity to influence decisions and be a subject matter expert on $14B of planned expenditures in the next 10 years, supporting prioritization of projects, their appropriation needs, good governance for delivery of said projects, and prudent stewardship of ratepayer funds.
About The Role
This role serves as the capital budget lead within the Finance and Administration section of WTD. The primary responsibility of this individual contributor is to input appropriation requests for capital projects via the biennial and supplemental budget processes. Other important assignments include ongoing monitoring of appropriation balances against project forecasts, schedules, and contractual commitments, serving as a voting member of the project oversight board, creating and presenting occasional updates on the capital budget to internal staff and leadership, assisting with the creation of financial plans and supporting documentation for legislative submittals, functioning as a SME on key portfolio prioritization processes, supporting analysis of capital budget impacts during the sewer rate process, and completing ad hoc reporting and analysis to support the finance team as well as the portfolio, planning, and analysis unit.

Job Duties

What You Will Be Doing:

• Lead the development of the capital biennial and supplemental budget submittals including the calculation of appropriation requests and coordination and review of project team narratives.
• Serve as lead author and coordinator of capital dialogue submittals during biennial budget development.
• Provide strategic recommendations and guidance to governance boards, project teams, finance and portfolio staff as well as WTD leadership on king county financial code pertaining to the capital improvement program and appropriation.
• Assist finance and portfolio staff with analysis of various sewer rate and budget scenarios including capital impacts.
• Create succinct presentation materials for capital budget updates.
• Serve as SME on the (capital) delivery board and voting member on the project oversight board.
• Calculating the annual burden rate for capital labor based on forecasted indirect costs and performing year-end reconciliation as well as ongoing monitoring and reporting for appropriate, capitalizable, indirect costs.

Required Licenses - Washington State Driver's Licenseor the ability to provide transportation to remote work locations with limited or no public transportation services.

It Would Be Great if You Also Bring:

• Experience with King County budgeting systems including PIC and/or PBCS.
• Experience with a large capital program.
• Working knowledge of capital project delivery.
• Experience with a wastewater utility.

Supplemental Information

Work Location: The unit works in a hybrid model, with days in the office as well as telecommuting. The ratio of remote to onsite work will be dependent on business needs and is subject to change. The primary onsite location is the Collaboration space at King Street Center, 201 S. Jackson, Seattle, Washington 98104. Employees must reside in Washington state and within a reasonable distance to their King County worksite to respond to workplace reporting requirements. King County has a robust collection of tools and resources to support working remotely. The individual selected for this opportunity will join an innovative and progressive team that is redefining how we work as we transition to the department's hybrid environment. Employees will be provided with a County-issued laptop and must maintain a home workspace with an internet connection where they can reliably perform work and remain available and responsive during scheduled work hours.
Work Schedule: This full-time position works a 40-hour work week. This position is exempt from the overtime provision of the Fair Labor Standard Act (FLSA) and is not overtime eligible.
