Salary Range: $79,545 - $116,804 (+10 - $20/hour in benefits)

This is anopenexamination. To be eligible for this position, applicants must be a U. S. Citizen or have a permanent resident card. Applicants must be a High School graduate or possess a G.E.D. and be at least 18 years of age.

GENERAL STATEMENT OF DUTIES:
This is a responsible, professional, and managerial position. An employee in this classification performs professional work of an engineering nature in assisting in the operation of the City of Canton Water Reclamation Facility (WRF). The Facilities Engineer - Water Reclamation Facility reports directly to the WRF Superintendent.

This position includes professional engineering work directly involving public health and safety through appropriate wastewater treatment techniques. It requires thorough familiarity and application of sound engineering and surveying principles and practices. The exercise of technical judgment on numerous important details and selection of sound engineering procedures should be followed at all times. The work is performed in accordance with established state laws, city codes, Recommended Standards for Wastewater Facilities (Ten-States Standards), and Environmental Protection Agency rules and regulations. The position will require thorough knowledge of the above stated standards and accepted practices as they apply to the work being conducted. The Engineer shall develop a good working relationship with Ohio EPA, and expect to be actively involved in the Ohio Water Environment Association and related professional organizations. There is an expectation that the individual will obtain an OEPA Class IV Wastewater Operator certificate when eligible.

The individual has the primary responsibility for directing and participating in planning, design and construction of all facility projects. These projects may include, but are not limited to, those dealing with wastewater treatment operation, maintenance and all supporting functions necessary for the proper operation of the facility. The position involves assisting the WRF Superintendent in developing and monitoring the department budget, rate studies, and may include handling confidential materials. The individual should expect to be involved in all aspects of work under the authority of the WRF Superintendent. The Facilities Engineer will be the technical liaison between the department and outside entities in regards to engineering projects. This individual must also work cooperatively with other City service departments for the betterment of the whole.

DESCRIPTION OF WORK:
The Facilities Engineer is responsible for assisting the WRF Superintendent in developing, coordinating, evaluating, managing, and encouraging the implementation of various programs for the WRF.

Responsible for assisting the WRF Superintendent in planning, design and construction of departmental projects including preparation of preliminary engineering reports, detailed construction plans, specifications, construction management, etc.

Responsible for all aspects of creating, directing and managing various departmental projects such as: Plant process control and optimization; energy use optimization; asset management, preventative maintenance including a thorough knowledge of pumps, motors, valves, hydraulics, controls, and piping; budgeting; establishing and reviewing requests for professional engineering qualifications; staff training programs, engineering drawings, etc.

Establishes criteria for design and construction of departmental projects. Coordinates projects with other city departments and public and private agencies.

Schedules and supervises departmental construction projects. Reviews with others as necessary the project plans, construction specifications, materials testing requirements, safety standards, shop drawings, quantity measurements, change orders, etc. Reviews all necessary reports and projects to ensure that necessary procedures are performed to conform with appropriate rules, regulations and standards.

Reviews construction plans and specifications prepared by consulting engineers and others. Ensures city, state, and federal requirements are complied with.

Assists in the planning and monitoring of budgetary operations of the department. Prepares and maintains records and reports. Makes recommendations to the WRF Superintendent regarding the departmental budget. Prepares budgets and rates studies. Prepares loan and grant applications.
Assists the WRF Superintendent in establishing departmental goals, objectives, long-range planning, project prioritization, capital improvement planning, etc.

Keeps abreast of industry wide best business practices through trade magazines, journals, and involvement in various professional organizations including the Water Environment Association, and engineering societies.

Represents WRF before City Council, City Administration, employee organizations, professional organizations, the press, and civic groups. May be required to give public presentations to these various groups and others concerning departmental interests. Attend and participate in meetings concerning departmental issues.

Participates in training WRF employees.

Overall, the Facilities Engineer - Water Reclamation Facility is expected to be knowledgeable, thoroughly involved in, and reasonably responsible for the proper functioning of all aspects of the WRF.

REQUIRED KNOWLEDGE, SKILLS, AND ABILITIES:

Thorough knowledge of the principles and practices of engineering as related to the preparation of plans and specifications for a wide variety of public systems, methods, and techniques. Knowledge of construction materials and of approved standards of safety as related to designs and specifications. Ability to instruct subordinate personnel in proper work methods and standards to the design and construction of a variety of public works projects. Skill in the use of engineering and surveying instruments and equipment. Ability to prepare technical administrative reports. Ability to effectively utilize a variety of computer software including but not limited to Power Point, spreadsheets, graphing, drawing, modeling, AutoCADD, SCADA, and G.I.S. Ability to analyze problems, troubleshoot, and develop workable solutions. Ability to present ideas effectively, orally, and in writing. Ability to establish and maintain effective working relationships with elected officials, department heads, city employees, other agencies, and the general public.

MINUMUM QUALIFICATIONS:
Graduation from an accredited college or university with a Bachelor's degree in sanitary engineering, civil engineering, environmental engineering, mechanical engineering or a related field and extensive professional engineering experience; or an equivalent combination of education, experience and/or training which provide the required knowledge, skills, and abilities. Prior experience with wastewater collection and/or treatment facilities work is a plus. Possession of a wastewater operator certificate is a plus. Current registration as a Professional Engineer with the State of Ohio Board of registration for professional Engineers and Surveyors, and a minimum of one year at the advanced professional level in engineering work is required. The Facilities Engineer must maintain his/her Professional Engineer certification in good standing.
