Job Title: CAD/RMS Program Manager
Location: Pikesville, Maryland
About the Role: The CAD/RMS Program Manager leads program management, technical oversight, and operational coordination for mission-critical public safety technology systems supporting multiple agencies
Your Impact: As a CAD/RMS Program Manager, you will:
- Lead program planning, governance, prioritization, risk management, and delivery oversight for CAD/RMS/Mobile Initiatives
- Direct contractor personnel and oversee performance, staffing, onboarding, and workload prioritization
- Provide hands-on technical consulting including system configuration, report customization, and automation development
- Develop and manage technical requirements, system specifications, and implementation planning
- Coordinate across agencies, vendors, stakeholders to ensure seamless system operations and enhancements
- Manage vendor relationships, contracts, budgets, invoices, and deliverables tracking
- Support mission-critical operations including escalations, outages, SLA monitoring, and service readiness
- Oversee reporting, compliance, and audit support activities including NIBRS-related functions
- Lead modernization initiatives such as cloud migrations, integrations, and reporting enhancements
- Develop documentation, executive briefings, dashboards, training materials, and stakeholder communications.
- Manage transitions planning for knowledge transfer, continuity, and operational stability.

Minimum Qualifications: - Bachelor's degree in Information Technology or a closely related discipline
- Minimum of 12 years of relevant IT or public safety technology experience
- Minimum of 10 years of specialized experience in program management, technical consulting, or system implementation
- Proven experience supporting or managing CAD/RMS/Mobile systems in a multi-agency environment
- Strong technical skills including SQL, data reporting, system analysis, and automation tools
Standout Qualifications:- Experience supporting state agencies, public safety, or law enforcement environments
- Hands-on experience with CAD/RMS configuration, reporting tools, and integrations
- Knowledge of NIBRS reporting and compliance processes
- Proficiency in SQL, JavaScript, HTML, dashboards, and reporting web applications
- Strong leadership, communication, and stakeholder management skills in complex environments
Pay Range: $65.00/hr. - $70.00/hr.
