PPM has an opening for a Buyer II position within the Procurement and Property Management (PPM) Department. This individual will report to the Rapid Purchasing Supervisor or a Subcontracts Manager within PPM, and be a seasoned professional responsible for coordinating the complete procurement function from receipt of requisition to delivery of product, in accordance with standard procurement operating procedures. Also. assists in the development and review of contract requirements documentation to include Statements of Work (SOW), Technical Specifications, and BNL Drawings.
Essential Duties and Responsibilities:- Work under indirect supervision, within established procedures and guidelines.
- Provide procurement expertise and leadership to meet technical, schedule, and budget requirements.
- Prepare and present reports on procurement activities, including source and price justification, as applicable.
- Document procurement files and perform the contracts administration, as applicable.
- Support and adhere to requirements of procurement's small business and socio-economic plan.
- Process low to medium risk and dollar procurements with a signature authority potentially up to $100,000.
Required Knowledge, Skills, and Abilities:- BS/BA degree in a business field.
- Zero to Two (0 - 2) years direct procurement related experience.
- Possess an advanced understanding of the procurement business discipline, regular business contact within and outside the Laboratory to obtain and provide detailed and complex information; tracks, organizes, and analyzes procurement information.
- Knowledge of information processing software, such as Microsoft Office, including Word, Excel, and PowerPoint.
- Skilled at establishing positive working relationships at all levels, internal and external, and sets a positive example for productive teamwork.
- Excellent attention to detail.
- Ability to handle deadlines and pressure situations.
- Advanced, clear, and concise verbal and written communication.
- Effective and efficient time/resource management, organization, planning, and prioritizing workload.
- Solid research, analytical, creative problem-solving, sound judgment, and decision-making skills.
Preferred Knowledge, Skills, and Abilities:- Information Technology (IT) acquisition experience, including software and service agreements.
- Experience with the Federal Acquisition Regulation (FAR) and/or Department of Energy Acquisition Regulation (DEAR), preferred.
- Certified Procurement Professional (CPP) or similar certification in government procurement practices.
- Experience with Oracle PeopleSoft.
Environmental, Health & Safety Requirements:- The ability to work at a computer/keyboard for extended periods is essential.
- Ability to concentrate on accuracy.

Brookhaven Laboratory is committed to providing fair, equitable, and competitive compensation. The full salary range for this position is $68,600 - $99,450 year. Salary offers will be commensurate with the final candidate's qualification, education, and experience and considered with the internal peer group.
