The Iowa Finance Authority (IFA), located in Des Moines, IA is seeking a Business Systems Product Manager to serve as the business owner and delivery lead for critical organization systems and modernization initiatives. In this role, you'll help shape the future of how our organization operates - which includes the Iowa Economic Development Authority (IEDA) - by connecting business strategy, operational needs, and technology solutions that support Iowans, communities, and businesses across the state.
About this Opportunity

As the Business Systems Product Manager, you will play a pivotal role in ensuring technology investments deliver real business value. You'll partner with IEDA|IFA leadership, program teams, vendors, and the Iowa Department of Management's Division of Information Technology (DOM DoIT) to guide priorities, coordinate delivery efforts, improve business processes, and support successful adoption of new systems and solutions.

As the Business Systems Product Manager, you will:
  • Serve as the business owner for assigned systems, applications, and modernization initiatives.
  • Prioritize system enhancements, operational needs, and strategic initiatives to maximize organizational value.
  • Coordinate delivery activities across agency programs, DOM DoIT, vendors, and implementation partners.
  • Facilitate collaboration between business leaders and technical teams to ensure alignment and successful outcomes.
  • Translate business needs into actionable requirements, priorities, and implementation plans.
  • Monitor project risks, timelines, dependencies, and operational impacts.
  • Lead stakeholder engagement and communication efforts across IEDA and IFA.
  • Identify opportunities to improve business processes, system effectiveness, and user experience.
  • Support organizational change management, readiness, and adoption activities for new technologies and processes.

The Business Systems Product Manager position is a non-merit, contract-covered position that is classified by the State of Iowa as an Executive Officer 3. This position is exempt per FLSA regulations.

Applicant must pass a comprehensive background check before an offer for employment will be extended.

Minimum Qualification Requirements

Applicants must meet at least one of the following minimum requirements to qualify for positions in this job classification:
1) Graduation from an accredited four-year college or university and experience equal to four years of full-time work in program administration, development, management, or operations.

2) Eight years of full-time work experience in program administration, development, management, or operations.

3) All of the following (a and b):

a. Four years of full-time work experience work in program administration, development, management, or operations; and
b. A combination of a total of four years of education and full-time experience (as described in part a), where thirty semester hours of accredited college or university course work in any field equals one year of full-time experience. Graduation from the Iowa Certified Public Manager Program is also equivalent to one year of full-time experience or education.
4) All of the following (a, b, and c):

a. Two years of full-time work experience work in program administration, development, management, or operations; and
b. A combination of a total of four years of education and full-time experience (as described in part a), where thirty semester hours of accredited college or university course work equals one year of full-time experience; and
c. A combination of a total of two years of graduate-level education and full-time experience (as described in part a), where twenty-four semester hours of accredited graduate college or university course work in a public-service-related area (e.g., public or business administration, social work, law, education, engineering) equals one year of full-time experience. Graduation from the Iowa Certified Public Manager Program is
also equivalent to one year of full-time experience or education.
5) Current, continuous experience in the state executive branch that includes one year of full-time work as a Public Service Supervisor or comparable specific management-level position.
