Position Description

TARGET ENTRY SALARY: $87,410 - $91,780

Current recruitment is for our Public Works Department.

The Public Works Department is seeking a Business Systems Analyst III for a unique opportunity to apply technical and analytical skills while helping implement Trimble Unity Maintain and expand the use of GIS, Power BI, automation, system integrations, and other enterprise technologies across Public Works. The analyst will develop data exchanges, dashboards, reporting solutions, and technology-enabled workflows that improve data quality and decision-making, including asset-based budgeting and lifecycle planning that links asset condition, maintenance history, service levels, lifecycle needs, and costs to operating and capital budget decisions. Working with GIS, Information Technology, and Public Works divisions, this position will help modernize business processes and position Clearwater as a leader in technology-enabled asset management.
Under limited direction, the Business Systems Analyst III performs advanced analytical and technical work in support of the city of Clearwater's enterprise systems and business applications. Works with departments to identify technical requirements and assists with the implementation and support of technology solutions. Provides oversight of application data and ensures its integrity and availability.
Duties and Responsibilities
Essential Functions: -- Essential functions, as defined under the Americans with Disabilities Act, may include any of the following representative duties, knowledge, and skills. Essential duties and responsibilities may include, but are not limited to, the following:
  • Provides expert-level technical and analytical support for the City's enterprise and business applications such as CRM, ERP, BI, Asset Management, and other similar applications.
  • Updates, maintains, and edits the City's website to ensure content reflects the City goals, objectives, and accessibility standards; provides CMS technical assistance to stakeholder departments.
  • Manages the Departmental SharePoint environment; creates and maintains sites and document libraries; manages site permissions and storage quotas.
  • Troubleshoots application issues and processes; implements fixes or escalates issues to appropriate senior staff when required.
  • Communicates application functionality, processes, and workflows to internal and external customers; devises creative alternative solutions or workflows to achieve desired outcomes and documents the processes and changes.
  • Recommends controls by identifying gaps and designing solutions to automate manual processes.
  • Works closely with managers and senior staff in the implementation of projects; designs project plans, outlines tasks, identifies staff skills, and maintains timelines; oversees, plans, assigns, and supervises the work of subordinates.
  • Develops, optimizes, and runs database queries to meet business intelligence and data needs; reviews, evaluates, and monitors integrity of data; develops, produces, and maintains reports and dashboards.
  • Designs application training curriculum and documentation; leads end-user training on applications and business workflows relating to technology to ensure cohesion in services delivered; regularly engages in training, conferences, and user groups to maintain and enhance competencies.
  • Maintains strong and effective relationships with internal and external customers; communicates clearly, concisely, and with sensitivity; works to resolve issues and deliver solutions.
  • Supports department initiatives through active participation on strategic planning, RFPs, contract term and language review, interview panels, council presentations, and special projects.
  • Performs other duties as assigned.

Minimum Qualifications
Licenses or Certifications:

A valid State driver's license is required.
Education and Experience:

Bachelor's Degree in Business Administration, Computer Science, Engineering or a related field AND four (4) years of professional-level experience in assigned business area.
