Job Description

Performs difficult professional work supporting the Onslow Innovation Lab in its mission to drive innovation, optimize the use of technology, and improve services across Onslow County Government, and related work as apparent or assigned. Work is performed under the general direction of the Senior Business Solutions Engineer.

Position Responsibilities

• Assists in planning and executing innovation and technology projects.
• Supports enterprise system performance, testing, user training and vendor coordination.
• Conducts system evaluation and identifies improvement opportunities based on user feedback and usage analytics.
• Provides technical support for software applications, databases, and automation tools.
• Participates in the implementation and optimization of platforms such as Tyler Technology Products, Laserfiche, EnerGov and public service tools
• Supports the development of dashboards, reports, and other data analysis deliverables
• Assists with research, documentation, and testing related to emerging technologies, including AI-based tools
• Collaborates with cross-functional teams to document requirements, troubleshoot issues, and ensure successful solution delivery
• Supports the tracking of innovation metrics and reports on system performance and user satisfaction.
• Participates in internal training sessions and innovation discussions to support adoption across departments
• Performs assigned functions as a Disaster Ready Team (DRT) member.
• Performs related tasks as required.

Qualifications

Understanding of business process mapping and basic system design principles; familiarity with data visualization tools and enterprise systems such as ERP, document management, or reporting platforms; strong written and verbal communication skills for a variety of audiences; solid problem-solving and critical thinking abilities; proficiency in or exposure to scripting or query languages (e.g., SQL, Python, JavaScript); ability to prioritize tasks, manage time effectively, and adapt to evolving project needs; collaborative mindset and a willingness to learn in a fast-paced environment.

Physical Requirements:
This work requires the frequent exertion of up to 10 pounds of force and occasional exertion of up to 25 pounds of force; work regularly requires sitting, speaking, or hearing, using hands feel and repetitive motions. Frequently standing, walking, reaching with hands and arms, pushing or pulling and lifting; work has standard vision requirements; vocal communication is required for expressing or exchanging ideas by means of the spoken word and conveying detailed or important instructions to others accurately, loudly or quickly; hearing is required to perceive information at normal spoken word levels and to receive detailed information through oral communications and/or to make fine distinctions in sound; work requires preparing and analyzing written or computer data, visual inspection involving small defects and/or small parts and observing general surroundings and activities; work has no exposure to environmental conditions; work is generally in a very quiet location (e.g., office setting).
Education, Experience, and Special Requirements

Bachelor's degree in Business Administration, Information Technology, Computer Science, or a related field, or equivalent combination of education and experience. At least three (3) years of experience in information technology, system support, business analysis, or a related role.

Special Requirements:

• Experience with Tyler Technologies products (Munis, EnerGov, etc.) is preferred
• Experience with Laserfiche is preferred
• Hands-on experience with automation tools, workflow design, or business process improvement preferred
• Basic experience with SQL Server Reporting Services, Crystal Reports, or similar tools preferred
• Knowledge of government business processes and data systems preferred

North Carolina Local Governmental Employees' Retirement System
Eligible employees are automatically enrolled in the retirement system and must contribute 6% of their gross salary each pay period. Once eligibility requirements are met, employees will be able to receive monthly payments for life based on their salary, age, and years of service credit.

NC401k
The County contributes 1% of employees' gross salary into the 401(k) account regardless of the employee's deferral amount. In addition, the County matches employee deferrals up to an additional 4%.

Vacation Leave
Regular full-time employees earn 13.5 days of vacation leave per year. With each 5-year increment of employment, vacation accrual increases.

Sick Leave
Regular full-time employees earn 12 days of sick leave per year.

Paid Holidays
County employees receive paid holidays annually. The Board of County Commissioners approves and may adjust the schedule as deemed necessary.

ComPsych Mental Health Services
The County provides Mental Health and Life Services through ComPsych to help employees and their families with personal, family and job-related problems such as counseling, crisis support, work-life resources, legal and financial consultations, and organizational support tools.

Supplemental Benefits
County employees are also offered a variety of supplemental benefits such as Life Insurance, Flexible Spending Accounts, 457b Deferred Compensation Plan, and MetLife Supplemental Plans.
