Job Title: Business Requirements Analyst

Location: Remote / Hybrid - DHS CISA, 4200 Wilson Boulevard, Arlington VA 22203 and 4601 N. Fairfax Drive, Arlington, VA 22203.

Work Schedule: Monday through Friday

Security Requirements: Must be a US Citizen eligible to OBTAIN a DHS Public Trust level clearance

AttainX is seeking a Business Requirements Analyst to support the Department of Homeland Security (DHS), Cybersecurity and Infrastructure Security Agency (CISA), Critical Infrastructure Collaboration Platform (CICP). Working under the Project Manager/Contractor Lead, this position supports Project Management, by gathering and documenting requirements, analyzing current workflows and system needs, and supporting modernization planning. The analyst translates stakeholder needs into clear, actionable requirements for a platform supporting critical infrastructure risk analysis, geospatial visualization, and secure collaboration.

Qualifications and Education Requirements:
  • Bachelor's degree in information systems, computer science, business, management, engineering, or a related field is preferred; an equivalent combination of education, training, and relevant experience will be considered.
  • 3-5 Years of Business Requirements Analyst Experience.
  • Experience performing requirements analysis, business analysis, or systems analysis for IT projects, including documenting stakeholder needs and system requirements.
  • Experience facilitating interviews, working sessions, and requirements reviews with business stakeholders and technical teams.
  • Ability to document current and future workflows, business rules, use cases, functional and nonfunctional requirements, and acceptance criteria.
  • Working knowledge of agile delivery, including user stories, backlog refinement, prioritization, and iterative requirements validation.
  • Familiarity with cloud environments, legacy system modernization, data flows, APIs, and system integrations sufficient to document requirements and dependencies.
  • Ability to maintain requirements traceability, document proposed changes, and assess impacts on scope, schedules, risks, and deliverables.
  • Excellent analytical, organizational, and written and verbal communication skills; ability to explain technical information to varied audiences.
  • Ability to follow DHS/CISA requirements for information protection, cybersecurity, privacy, and handling of Protected Critical Infrastructure Information (PCII).
  • Experience supporting Federal Government or DHS/CISA IT projects and familiarity with Section 508 accessibility requirements are preferred.
  • Must be a US citizen able to obtain and maintain a DHS Public Trust clearance.


Job Duties:

The Requirements Analyst supports task planning, documentation, stakeholder engagement, and modernization activities. Responsibilities include:
  • Gather, analyze, validate, and document stakeholder requirements through interviews, workshops, document reviews, and coordination with CISA mission users and technical teams.
  • Document current workflows, pain points, business rules, modernization goals, and desired future processes; identify gaps and clarify conflicting or incomplete requirements.
  • Translate approved stakeholder needs into functional and nonfunctional requirements, use cases, user stories, and measurable acceptance criteria.
  • Maintain a requirements repository and traceability records linking stakeholder needs to requirements, planned capabilities, and acceptance criteria.
  • Support the comprehensive system assessment by documenting system inventories, cloud infrastructure, software, data flows, integrations, and dependencies in coordination with technical specialists.
  • Document technical debt, security vulnerabilities, and performance bottlenecks identified by technical teams; describe their business impacts and associated requirements.
  • Support modernization roadmap development with options analysis, cost-benefit inputs, risk assessment, phased milestones, and measurable success criteria.
  • Support structured change and configuration management by recording proposed requirements changes, assessing impacts with the team, and updating documentation after approval.
  • Maintain meeting minutes, stakeholder feedback, decisions, action items, risks, and issues; communicate unresolved questions to the Project Manager.
  • Prepare requirements-related inputs for weekly status reports and quad charts, monthly status reports, risk registers, and executive briefings.
  • Coordinate with security, privacy, architecture, and accessibility specialists to capture applicable Federal, DHS, and CISA requirements, including PCII protection and Section 508 accessibility.
  • Document requirements gathering activities, stakeholder engagement, system changes, and processes in knowledge repositories to support continuity, onboarding, and transition.
  • Help define and track modernization success measures, system utilization, and adoption metrics; support stakeholder review of planned capabilities and delivered outcomes.

Occasional work outside normal hours, including weekends and holidays, may be required for crisis response or critical IT issues.
