Position Summary

The Business Process and Operations Analyst improves enterprise operational effectiveness by analyzing workflows, coordinating requirements, documenting processes, developing performance measures, and supporting modernization initiatives. The role works across program management, financial operations, IT portfolio coordination, reporting, and administrative mission support in a rapidly changing environment.
Primary Responsibilities
  • Assess current-state business processes, workflows, roles, handoffs, controls, pain points, and data flows across NTIA mission-support activities.
  • Facilitate stakeholder interviews, workshops, and requirements sessions; translate operational needs into documented requirements and practical improvement recommendations.
  • Design future-state processes and implementation roadmaps that improve efficiency, accountability, transparency, and customer experience.
  • Develop and maintain SOPs, process maps, playbooks, workflows, requirements, decision logs, and other operational documentation.
  • Define operational metrics and support dashboards, data calls, status tracking, and executive reporting using Power BI, Tableau, SharePoint, or related tools.
  • Support IT portfolio coordination, ServiceNow and SharePoint process coordination, requirements tracking, and workflow modernization without performing network, software-engineering, cybersecurity, or privileged-administration functions.
  • Coordinate across financial, budget, acquisition, workforce, IT, administrative, and program stakeholders to resolve process issues and support enterprise priorities.
  • Monitor implemented improvements, analyze results, collect feedback, and recommend adjustments through continuous-improvement practices.
  • Provide surge support for executive taskers, emerging priorities, operational reporting, and cross-functional mission-support activities.
Minimum Requirements
  • Bachelor's degree in Business Administration, Operations Management, Information Systems, Public Administration, or a related field.
  • At least five years of experience in business analysis, process improvement, operations analysis, management consulting, or PMO support.
  • Demonstrated experience eliciting and documenting requirements, mapping current- and future-state processes, developing SOPs, and coordinating cross-functional improvements.
  • Experience with operational metrics, data analysis, dashboards, status reporting, and executive-ready presentations.
  • Proficiency with Microsoft 365, including Excel, PowerPoint, Teams, and SharePoint.
  • Strong facilitation, writing, analytical, organizational, and stakeholder-engagement skills.
  • Ability to obtain and maintain the Public Trust designation or security clearance required for the assigned work.
Desired Qualifications
  • Lean Six Sigma, CBAP, CCBA, PMP, Agile, SAFe, or related certification.
  • Experience supporting federal enterprise operations or the Department of Commerce.
  • Experience with Power BI, Tableau, ServiceNow, SharePoint workflow tools, or process-mapping applications.
  • Familiarity with federal financial, acquisition, workforce, records, or IT portfolio processes.
  • Experience supporting change management, performance measurement, or operational modernization initiatives.
