Overview Posting Summary Rutgers, The State University of New Jersey is seeking a Business Manager within the Finance Department at the Rutgers Cancer Institute.
Under the direction of the Associate Directors of Finance, and in close collaboration with the Program Lead(s), the Business Manager is responsible for the business management of the Assigned Programs. In this capacity, the Business Manager maintains thorough knowledge of Program plans, goals, and activities, and works closely with the Program Lead(s) on business/financial planning and evaluation. Additionally, the Business Manager is responsible for maintaining the integrated financial profiles of all investigators within Assigned Programs, producing meaningful data analysis to support decision making, and developing financial forecasting and presentation data.
The incumbent also oversees the day-to-day administrative grants management of all projects, grants, contracts and other restricted accounts and related functions associated with research, sponsored programs, and restricted as well as unrestricted funds activities of Assigned Programs at Rutgers Cancer Institute. Further, the Business Manager ensures that both pre- and post-award activities comply with Federal and State, University, and Sponsor requirements and acts as a liaison with other University departments.
Essential Duties and Responsibilities include the following:
- Serves as the primary business partner of and maintains close communication with the Assigned Program Leader(s).
- Participates in Assigned Program(s) planning and operating committees and meetings to ensure a thorough understanding of Center goals, objectives and activities and an ability to provide well-informed business guidance.
- Maintains the integrated (restricted and unrestricted) financial profiles of the Assigned Program(s) as a whole and of all investigators within the Assigned Program.
- Produces meaningful data analysis to support decision making and develops financial forecasting and reporting.
- Provides accounting management involving accountability for effective internal systems and controls within University financial policy for tracking income and expenditures.
- Responsible for oversight and management of Assigned Program(s) operating budgets. Provides oversight and management of department operating budgets (expenses and revenue), sponsored research, contract and gift funds, federal funds, and endowments.
- Provides relevant reports for department leadership including financial, clinical, research and teaching productivity.
- Creates effective work plans and works closely with staff by supervising and addressing their training needs in order to achieve competency of work performance and understanding of personnel and non-personnel operating budgets.
- Oversees and reviews personnel requests for unfilled positions (new and replacement positions) as they relate to the established budget. Provides fiscal pre-approval, or alerts department and Senior Leadership of insufficient funding.
- Meets with faculty to review existing budgets and map out goals and strategies for the new fiscal year; works with PIs on annual requests for institutional research support, as needed.
- Oversees creation of "Just in time" documentation for NIH applications as well as any formal communications (e.g., No Cost Extension requests) regarding submissions or progress inquiries to respective implementing agencies.

Qualifications
Minimum Education and Experience - Bachelor's Degree is required.
- Five (5) years of related experience involving research and sponsored programs administration, budgets, and financial analyses is required, ideally in an academic environment.
- Two (2) years of experience in personnel supervision required.
- Extensive experience with research and sponsored programs administration, budgeting, and financial analyses, ideally in an academic environment.
- Equivalent education and/or training may be substituted for the degree requirement.
Certifications/LicensesRequired Knowledge, Skills, and Abilities Required to have knowledge and expertise of Federal and State agency regulations, policies, procedures and laws applicable to sponsored program activities; a deep understanding of proposal development, finding funding, Institutional Review Board regulations, clinical procedures and protocols, accounting/finance, and other grant related activities.
Maintaining confidentiality is required.
Proficient in computer applications at an advanced level (Word, Excel, PowerPoint), possess excellent communication and interpersonal skills, be able to resourceful by maximizing the utilization of the Rutgers resources.
Preferred Qualifications - Bachelor's Degree in Business Administration, Health Administration, or a related field is preferred.
- Master's Degree preferred.
- The ability to supervise in a unionized environment is preferred.
- The ideal candidate will have excellent business acumen, accounting skills, detail oriented, and excellent organizational skills.
