Job Description
The Business Intelligence Analyst will support the Texas Health and Human Services Commission (HHSC) on the Performance Management & Analytics System (PMAS) project. This role serves as a senior Business/Systems Analyst responsible for gathering business and technical requirements, data requirements, business rules, and acceptance criteria, and translating them into test plans, test scenarios, and test cases for a full requirements traceability matrix. The Analyst will facilitate integration of technical data sources across Health and Human Services (HHS) departments and agencies. This role empowers HHS staff to effectively develop complex queries, including the use of AI prompting techniques, to access, synthesize, and report accurate data for official agency reporting and strategic decision-making. The ideal candidate possesses strong analytical skills, a deep understanding of HHS programs and data, a strong history of BI/DW development, and exceptional communication abilities to bridge the gap between technical data systems and operational users.

Responsibilities:

  • Gather business requirements from program areas and project sponsors and translate them into technical specifications.
  • Lead as Test Manager, creating test plans and test cases integrating Agile sprint cycles, epics, stories, and Waterfall project artifacts.
  • Translate complex data requests and operational requirements into clear, actionable queries against complex analytics data sources.

  • Develop and refine AI prompts and query strategies to retrieve and synthesize data accurately from complex datasets.
  • Guide non-technical users in crafting precise prompts to ensure fidelity and accuracy of retrieved data.
  • Extract, integrate, and analyze data from multiple complex internal and external sources to support HHS program needs.
  • Collaborate with end-users and performance analysts or IT internal leaders to create and validate reports, dashboards, and data visualizations for program monitoring and official reporting.
  • Validate AI-generated output, including identifying and mitigating hallucinations, and ensure data outputs adhere to agency reporting standards, data governance, and compliance regulations.
  • Develop and conduct training sessions to champion data literacy and promote a data-driven culture across the organization.

Requirements

Minimum Qualifications: Candidates must meet ALL minimum qualifications.

  • 10 years of experience gathering business requirements and translating complex data requests and operational requirements into clear, actionable queries for complex analytics data sources.
  • 10 years of experience explaining technical findings and data limitations in simple, non-technical language to end-users.
  • 10 years of experience in a complex data analysis, senior business/systems analyst, and/or data liaison role.
  • 10 years of strong experience with SQL for data extraction and manipulation.
  • 10 years of experience collaborating with end-users and performance analysts or IT internal leaders to create and validate reports, dashboards, and data visualizations for program monitoring and official reporting.
  • 10 years of excellent communication, presentation, and interpersonal skills.
  • 10 years of experience with data visualization tools such as Power BI and/or Tableau.

Preferred Qualifications:

  • 5 years of experience with Business Intelligence/Data Warehouse.
  • 5 years of experience working in a health and human services or similarly regulated environment, with a strong understanding of program data and reporting requirements.
  • 5 years of experience with data governance and data quality principles.
  • 2 years of experience championing data literacy across the organization by developing and conducting training sessions for non-technical staff.
  • 2 years of experience training and mentoring staff with varying levels of data literacy.
  • 1 year of experience creating AI prompt catalogs using tools such as Streamlit with Python.
  • 1 year of experience applying responsible AI practices and compliance with agency standards.

Additional Requirements:

  • Position is ONSITE in Austin, Texas (NO REMOTE WORK). Only LOCAL candidates (within 50 miles of the work location) will be considered.
  • Candidates may be required to submit to and satisfy a criminal background check as authorized by Texas law.
  • Engagement is expected to begin 09/01/2026 and be completed by 08/31/2027.
  • Total estimated hours per candidate shall not exceed 2,008 hours.

Work Location and Schedule:

Location: 4601 W. Guadalupe, Texas 78751.

Schedule: Monday through Friday, 8:00 AM to 5:00 PM, excluding State holidays.

Work Arrangement: On Site.
